ERM is seeking a
Managing Consultant, Scientist, Permitting
in our
Minneapolis, MN
office to manage, oversee, and conduct environmental impact assessments and permitting for utility and power development projects across North America. Focus primarily on permitting new and replacement electrical transmission projects and renewable energy projects. Projects are often fast-paced, multi-faceted, and geographically diverse, enabling a candidate to apply technical expertise in support of compliance with federal, state and local, air, water, waste, and National Environmental Policy Act (NEPA) regulations. The successful candidate will work independently, manage projects and project teams, and handle varying priorities and multiple tasks. Strong technical writing and communication skills are required, with prior experience overseeing environmental compliance on capital development projects and mentoring junior staff.
Responsibilities
Manage projects, either single or multi-site, on time and to budget including scope and delivery requirements, budgeting, resourcing, planning, coordinating field and other technical work, and managing health, safety and risk aspects.
Generate technical proposals and participate in business development with existing clients; identify new leads. Maintain client relationships to support repeat business. Review and comprehend project plans to assess environmental impact and regulatory requirements.
Prepare siting and permit applications required by federal, state or local environmental regulatory authorities for facility development, expansion, maintenance or decommissioning.
Assist with the preparation of technical project documents, including writing, word processing, building tables and spreadsheets, tabulating and manipulating data, and producing hard copy documents aligned with the candidate’s technical background.
Collaborate with other ERM practitioners to execute impact assessment and capital project permitting; ERM services broadly include baseline studies, environmental impact assessment, routing studies, land planning, and facility siting & permitting.
Prepare environmental plans such as erosion control plans, storm water pollution prevention plans, site restoration plans, and spill prevention, control, and countermeasures plans.
Assist in planning for, communicating, and ensuring compliance with project-specific federal, state and local environmental regulations.
Lead and facilitate relationships with regulatory agencies and other external stakeholders on behalf of the client.
Oversee and contribute to quality assurance and quality control.
Mentor junior staff in the development of their technical and consulting skills.
Travel up to 20% to meet project requirements for client meetings, agency meetings, training, or project team meetings.
Requirements
Bachelor’s or master’s degree in environmental studies, planning, geography, civil or environmental engineering or a related natural resources science field.
5+ years of environmental impact assessment, siting, and permitting experience on energy projects, including consulting for private-sector clients.
Working knowledge of key environmental protection and energy facility development regulations, including NEPA, Clean Water Act, and Endangered Species Act.
Strong working knowledge of MS Office Suite software.
Experience conducting desktop and online studies or research on natural resource or resource planning topics; Geographic Information Systems and map interpretation (e.g., National Wetland Inventory, USGS, aerial photography).
Ability to prepare concise and accurate technical documents.
Excellent interpersonal and communication skills, capable of conveying complex technical knowledge to staff, clients, regulatory agencies, and non-technical stakeholders.
Experience collaborating with federal, state and local environmental regulatory agency staff to obtain permits and approvals.

Compensation and Benefits For the Managing Consultant, Scientist, Permitting position, we anticipate the annual base pay of
$90,000 – $104,175
(USD). Pay within this range depends on factors including education, qualifications, certifications, experience, skills, geographic location, performance, travel requirements, and business needs. Bonus eligibility may apply in some cases. We offer a comprehensive benefits package including paid time off, parental leave, medical, dental, vision, life, disability and AD&D insurance, 401(k) or RRSP/DPSP, and other applicable benefits.
