This position will administer, design, and implement a professional development and training network to enhance the work of school leaders within State Operated Programs (SOPs) as well as Local Education Agencies (LEAs) for supporting students with disabilities.
Essential Functions
The incumbent must have the ability to perform the essential functions below either with or without reasonable accommodation.
Oversee and/or implement all phases of research, development, and delivery of professional development for special education leaders. Write and develop training curriculums. Liaise with Regional Professional Development Centers, subject matter experts, and the Office of Special Education, to establish a system of technical assistance designed to improve educational outcomes for Missouri students with extensive support needs. Develop and administer grants on behalf of the Office of Special Education. Recommend administrative training policies, programs, and actions essential for promoting staff development and professional growth within the SOPs. Plan, develop, and organize an effective training program and carry it out to a successful conclusion. Evaluate training effectiveness; recommend and/or determine revisions; implement revisions to specific training programs. Apply most recent effective research related to methods of instruction, presentation of training materials, and principles of personnel development. Develop and implement supervision and mentoring programs for building administrators. Coordinate the regular review of State Operated Programs’ policies, objectives, regulations, and operating procedures to determine the activities to be performed, duties and responsibilities involved, and the knowledge, skills, and abilities required for staff performance. Establish and maintain effective working relationships with agency staff and outside stakeholders. Effectively communicate both orally and in writing, to Department personnel, trainers from other organizations, professional training groups, consultants, and the general public. Receive general supervision from an administrative supervisor who reviews work for attainment of program objectives. Performs other related duties as assigned.
Additional Responsibilities
Occasional travel required Handle a wide variety of details in a thorough, organized, creative, meticulous and accurate manner. Keep the agency staff informed through literature, planned discussions, and conferences, as to the content and trends of agency programs. Design and implement a program outlined for progressive development of staff. Develop a comprehensive knowledge of the organizations, functions, and operations of the State Operated Programs. Keep current with special education law, compliance, and effective research-based practices.
Education Required/Preferred
Master's degree. Preferred in school administration, special education administration, social sciences, or a closely related field; and, Valid Missouri school administrator’s certificate. Three or more years of successful experience in one of the above areas with duties involving formal classroom training, training course design and development, and/or curriculum planning; professional teaching experience; and/or educational administration involving responsibility for curriculum planning and the supervision of teaching staff. The position requires a professional license pursuant to state law.
