District Maintenance Specialist (Transportation Specialist I-V) - Atlanta, TX

Overview
Transportation Specialist I and II: Provides technical expertise and coordination for transportation programs involving maintenance of highways and bridge inspection and appraisal in accordance with Department standards. Highly involved in the management of the district's Bridge Follow Up Action Plan. Assists with project planning and the development of policies and procedures for area of responsibility. Work requires contact with governmental officials, consultants, contractors and private entities. Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor.
Transportation Specialist III and IV Provides technical expertise and coordination for transportation programs involving maintenance of highways and bridge inspection and appraisal in accordance with Department standards. Highly involved in the management of the district's Bridge Follow Up Action Plan. Assists with project planning and oversight, and the development of policies and procedures for area of responsibility. Work requires contact with governmental officials, consultants, contractors and private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.
Transportation Specialist V Provides planning, oversight and high-level technical expertise and coordination for transportation programs involving maintenance of highways and bridge inspection and appraisal in accordance with Department standards. Highly involved in the management of the district's Bridge Follow Up Action Plan. Develops and/or interprets guidelines, regulations, laws, policies and procedures for area of responsibility. Work requires contact with governmental officials, consultants, contractors and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.
Essential Duties Transportation Specialist I and II
Coordinates programs and projects to enhance efficiency and streamline operations.
Prepares bridge inspection follow-up worksheet for maintenance and gives instruction for recommended actions; monitors follow-up actions taken by maintenance.
Provides technical expertise and coordination for maintenance operations including prioritizing projects, monitoring correspondence and writing memorandums and reports.
Reviews and maintains files which indicate the condition of the bridge inventory and documents compliance with bridge inspection manuals.
Travels to districts and maintenance offices to perform site visits and monitor maintenance programs.
Performs other job responsibilities as assigned.
Transportation Specialist III In addition to the above, essential duties also include:
Provides technical expertise and oversights/coordination of transportation programs in a district in the following function activities: District Bridge Action Follow Up Plan

Transportation Specialist IV In addition to the above, essential duties also include:
Performs advanced technical activities related to inspection and appraisal of bridge structures according to the Bridge Inspection Manual.

Transportation Engineer V In addition to the above, essential duties also include:
Coordinates data collection, evaluations, analyses, studies, inspections, forecasts, assessments, and/or plan development.
Oversees construction project assignments, determines work requirements to complete projects and coordinates scheduling to accommodate projects already underway.
Oversees the development of short- and long-range maintenance plans and monitors operations to ensure compliance with plans.
Performs other job responsibilities as assigned.
Minimum Qualifications Education :
Bachelor's Degree in a related discipline. Relevant experience may be substituted for education on a year per year basis. Substitutions for Minimum Qualifications
Experience :
Transportation Specialist I: 2 years transportation design, construction, traffic operations, maintenance, bridge inspection experience.
Transportation Specialist II: 4 years transportation design, construction, traffic operations, maintenance, bridge inspection experience.
Transportation Specialist III, IV, V: 5 years transportation design, construction, traffic operations, maintenance, bridge inspection experience.
(Experience can be satisfied by full time or prorated part time equivalent).
Licenses and Certifications : Valid driver’s license. This position requires driving a state vehicle.
Competencies
Knowledge of:
Materials used in highway/bridge construction and maintenance
Program/project planning, development, and management methodologies
Bridge inspection and appraisal methods and procedures
Preventative maintenance methods and procedures
Skill in:
Planning, coordinating and handling multiple projects within area of responsibility to meet short and long-term deadlines
Maintaining effective working relationships with others
Analyzing and organizing business and technical data
Preparing and maintaining confidential and sensitive records, files, and reports
Physical Requirements and Working Conditions
Light work: Lift up to 20 lbs at a time and frequently lift or carry objects up to 10 lbs
Walking- moving on foot to accomplish tasks: long distance/from one work site to another
Close Visual Acuity- work includes data/figures; view a computer screen; extensive reading
