The Mayor’s Office of Management and Budget (OMB) is the City’s chief financial agency. OMB’s staff of analysts oversees the mayor’s expense and capital budgets for approximately 90 City agencies and entities. The Management and Operations Task Force enhances the efficiency and effectiveness of city operations, programs, and systems. It proactively assesses agency operations, identifies priority issues and bottlenecks, and uses data‑driven approaches to develop practical solutions. Through collaboration and innovation, the unit at OMB plays a pivotal role in fostering a more streamlined and responsive city government.

Responsibilities

Operational Leadership: Assist the Deputy Director in developing and implementing operational strategies, policies, and goals that align with the Director’s management mission objectives. Provide guidance to department heads and teams to ensure smooth operations.

Resource Management: Collaborate with department heads to allocate and optimize resources such as personnel and infrastructure. Monitor resource utilization, identify improvement areas, and implement cost‑effective measures.

Process Improvement: Identify opportunities to enhance operational efficiency, effectiveness, and quality across departments. Initiate and lead process improvement initiatives, applying methodologies such as Lean or Six Sigma to streamline workflows and eliminate waste.

Performance Monitoring: Establish performance metrics and key performance indicators (KPIs) to assess departmental and organizational performance. Monitor progress, analyze data, and identify areas of improvement. Provide regular reports to senior management.

Cross‑Departmental Collaboration: Promote collaboration and coordination among departments and teams to ensure seamless operations. Facilitate effective communication, problem‑solving, and decision‑making across departments.

Policy Development and Compliance: Assist in the development and implementation of policies, procedures, and guidelines to ensure compliance with legal, regulatory, and organizational requirements. Monitor adherence to policies and drive a culture of compliance.

Risk Management: Identify operational risks and implement risk management strategies. Assess potential risks, develop contingency plans, and ensure appropriate controls and safeguards are in place.

Stakeholder Engagement: Engage with internal and external stakeholders, including senior management, department heads, staff, and external partners. Build and maintain relationships, address concerns, and ensure effective communication channels.

Project Management: Oversee and coordinate projects and initiatives related to operational improvements, system implementations, or organizational changes. Monitor project progress, manage timelines, and ensure successful delivery.

Leadership and Team Development: Provide leadership, guidance, and mentorship to department heads and staff. Promote a positive work culture, foster professional development, and cultivate high‑performing teams.

Qualifications

Proven experience in management and operations (including strategic planning, process improvement, and data‑driven operations analysis). Preferably in a government or public‑sector setting.

Experience with change management, procurement, and technology management.

Demonstrated ability to drive efficiency improvements and achieve successful outcomes.

Strong project oversight skills, coordinating multiple projects simultaneously.

Excellent communication and collaboration abilities.

Skilled in risk management and contingency planning.

Proficiency in creating status reports and dashboards using relevant project management tools.

Experience managing interdependencies between projects and agencies, fostering cooperation and alignment.

A forward‑thinking mindset focused on long‑term cost‑effective objectives.

Requirements Assistant Director salary: $167,101. Minimum qualifications: Bachelor’s degree and a minimum of six years of full‑time experience in budgetary planning/management, financial analysis, cash flow analysis, and financial publications; or a Master’s degree in Public Administration, Economics, Finance, Business or related field and a minimum of four years of relevant experience. Applicants must possess at least three years of supervisory experience.
