The Engineer Assistant I – Traffic Signal applies entry and intermediate-level engineering principles and practices in planning, designing, preparing and testing various traffic signals and/or traffic operations, construction, and maintenance projects to develop or maintain the public infrastructure of the City of Dallas. Under the supervision of a registered Professional Engineer, the Engineer Assistant I – Traffic Signal will conduct traffic engineering studies, assisting in the analysis of traffic operations, generation of traffic microsimulation models, capacity analysis, traffic signals design, traffic signals timing, signing and pavement markings, streetlighting, development and/or review of traffic control plans and associated. Essential Functions
Inspects and monitors traffic related construction or maintenance projects to ensure compliance with design specifications and contractual agreements. Coordination, technical support and management for construction-related activities including traffic signaling equipment construction and associated work including foundation construction, ITS, signs, pavement markings, streetlights, street resurfacing; water/wastewater utility lines; storm drainage systems, ADA and sidewalk facilities and erosion control improvements. Performs transportation/traffic operations/traffic signals engineering planning and design. Analyzes transportation engineering project problems in assigned inspection areas for the City of Dallas Capital Projects. Recommends solutions and monitors implementation to ensure projects conform to departmental requirements and city, state and federal regulations. Under the supervision of a registered Professional Engineer or other project manager, modifies and develops engineering plans and finds engineering solutions for problems in traffic signals, ITS, signs, pavement markings, streetlights plans and/or other improvements. Assist in revising work performed by contractor, quantity verification and bid items quantity calculations of assigned City of Dallas capital projects. Performs preliminary and final inspections and recommends acceptance of developments. Responsible for assuring that the monthly construction invoices of the assigned projects are accurate, well documented and processed in a timely manner to meet City, State and Federal requirements as applicable based on the Contract documents for each project and environmental and safety requirements. Researches and reviews traffic analysis, traffic operations, ITS and safety issues including pre-emption set ups for transit operations and works with internal and external stakeholders as required. Knowledge And Skills
Knowledge of Project management concepts and communication skills. Knowledge of math and engineering principles necessary to do the review of the design work. Knowledge of traffic signals design, traffic operations, traffic data collection concepts as well as the use of traffic related software. Basic knowledge of city regulations, department standards, and state and federal regulations which affect engineering design and operating activities. Basic knowledge of construction (i.e., capital improvements) or maintenance (i.e., traffic lighting systems) practices and principles. Strong communication skills. Excellent technical writing skills. Skill in analyzing data and generating reports. Skill in Conducting research for projects and services requests. Proficient in verbal and written communication, interpersonal, cooperation with other, showing respect for other, active listening, and handle challenges positively. Ability to effectively communicate with citizens, consultants, contractors, and other departments. Ability to manage projects, review and understand design plans, communication skills and time management. Ability to effectively communicate complex ideas and engineering concepts to citizens, other departments. Ability to apply engineering principles and drafting skills to design engineering plans for construction projects and process development. Ability to establish and maintain an effective rapport with all levels of management, city officials, vendors, other government agencies, other employees and the general public. Ability to read and understand engineering designs and plans and ability to perform engineering calculations and evaluations. Ability to write technical and non-technical reports. Minimum Qualifications
Education
Bachelor’s degree or higher in engineering from program accredited by the Engineering Accreditation Commission of the Accreditation Board for Engineering Technology (EAC/ABET) OR Bachelor's degree or higher in engineering technology from a program accredited by the Technology Accreditation Commission of the Accreditation Board for Engineering and Technology (TAC/ABET) OR Bachelor's or graduate degree in mathematical, physical, or engineering science approved by the Texas Board of Professional Engineers (TBPE) (written approval from the TBPE must accompany application.) Bachelor's degree or higher in an engineering field from a program accredited by a signatory of the Washington Accord. Licenses and Certifications
Current Engineer-in-Training (EIT) Certificate issued by the state of Texas. An individual who has passed the eight (8) hour Fundamentals of Engineering (FE) Examination administered by the National Council of Examiners for Engineering and Surveying (NCEES) will qualify. (A copy of official exam results must accompany application.) Some positions require a valid driver’s license and good driving record. Other
