Under the general direction of the Deputy Chief of Health with the Department of Industrial Relations (DIR), Division of Occupational Safety and Health (Cal/OSHA), the Principal Safety Engineer (Service Staff) – Education Program and Technical Service Manager (EPTSM) plans, directs and oversees all activities of the Publication team, Training & Education team and Calico Laboratory team, also known as the Educational Program and Technical Service Unit (EPTSU).

Oversees the entire process of creating and distributing published materials, including researching, writing, editing, designing, proofreading, and marketing; ensuring the final product is accurate, engaging and reaches the intended audience across various channels such as print or digital platforms; and coordinating with different contributors such as writers, designers, and printers to meet deadlines and quality standards.

Oversees the entire process of designing, developing, and delivering training to equip DOSH employees with the necessary skills and knowledge to perform their work effectively, focusing on new hire onboarding, skill development, and ongoing professional development initiatives; and ensuring DOSH employees are properly trained to meet division goals and standards.

Oversees the entire process of maintaining and managing all laboratory equipment, including regular cleaning, calibration, repairs, inventory tracking, and ensuring the proper functioning of instruments to guarantee accurate results; handling the procurement of new equipment, ensuring compliance with safety regulations related to lab equipment usage, and training of program staff on proper equipment usage.

The EPTSM supervises Senior Safety Engineers, Associate Safety Engineers, AGPA, and OT; manages the EPTSU activities and projects to ensure deadlines are met and deliverables are of the highest quality; represents the EPTSU in public meetings and with stakeholders; updates the Deputy Chief of Health and executive leadership on the units’ progress, success and challenges and coordinates and serves as the training committee chairperson.

Working Conditions

This job is located at:

1750 Howe Ave. Suite 430. Sacramento, CA 95825 .

The work will primarily occur indoors in a large, modern, pleasant office environment in a building where access is achieved by elevator. The office environment will consist of cubicles, small offices, and file storage areas. The CALICO laboratory also contains laboratory and warehouse areas. The work will involve use of typical office tools such as computers, telephones, printers, scanners, staplers and filing apparatus. The work will involve exposure to typical office noise, low levels of calibration chemicals and chemical residuals on used equipment, extensive time spent in a stationary position, and repetitive movement involving personal computers, telephones and other equipment. The work will involve frequent interaction with coworkers.

Work will require travel elsewhere in the state to training facilities and other workplaces (e.g. healthcare, manufacturing or construction job sites). Field work could involve significantly different conditions than described above, including exposure to hazards such as outdoor conditions in inclement weather, uneven terrain, heights, moving equipment, and biological, chemical and physical agents.

Required travel would occur via private vehicle, state vehicle, or public transportation (i.e. automobile, airplane, etc.) and could include overnight travel within California.

The incumbent may be required to participate in mandatory health testing, such as regular testing for the virus that causes COVID-19 (SARS-CoV-2), in accordance with applicable DIR policies in effect.

Occasionally the PSE will have to speak or make presentations to large groups.

All DIR employees are expected to conduct themselves in a professional manner that demonstrates respect for all employees and anyone they come into contact with during work hours, during work-related activities, and anytime they represent the Department. Additionally, all DIR employees are responsible for promoting a safe and secure work environment, free from discrimination, harassment, inappropriate conduct, or retaliation.

The incumbent must demonstrate the ability to establish and maintain cooperative working relationships with staff at all levels both within and outside of DOSH. The incumbent must demonstrate the ability to use the Internet, email, desktop applications and presentation software to complete assignments.

Special Requirements

Will also consider Temporary Authorization Utilization (TAU) appointments - Candidates that meet the minimum qualifications for the classification but do not currently have eligibility on an employment certification list by having taken and passed an examination may apply as a TAU. TAU appointments are limited to a duration of 9 months within a 12 consecutive month period. For a TAU appointment to become permanent, individuals must take and pass the related examination, and thereby become eligible from a certification list, within 9 months of TAU appointment. Individuals who successfully obtain eligibility prior to the expiration of the TAU appointment will not be required to re-compete in a competitive process for permanent appointment to that position.

Describe your experience applying engineering principles to evaluate occupational safety and health hazards in the workplace. Include a specific example where your technical assessment led to significant improvements or regulatory action. Explain your role in developing or reviewing safety and health standards, technical guidance, or regulatory policy. How did you ensure scientific, technical, and legal accuracy? Describe your experience supervising, leading, or mentoring engineers or multidisciplinary technical teams. How did you ensure high-quality, consistent performance and foster professional growth? Describe a project where you led or contributed to interagency or stakeholder coordination. What was your role, and what were the outcomes?
