Maintenance Project Manager II / District Five / District Maintenance This position manages the rest area and weigh station asset management program and prepares supplemental agreements and contracts for maintenance activities. Woodland Boulevard DeLand, FL 32720 Your Specific Responsibilities: Perform advanced work on the development, oversight, management, and administration of multiple contracts. Review, monitor, and coordinate the preparation, scheduling, and execution of work order driven, asset maintenance, and other performance-based contracts, requiring an in-depth knowledge of contract and budget administration procedures. Administer all contract requirements including, but not limited to: complete Asset Maintenance Monitoring Plan, enforcement of the Maintenance Rating Program (MRP) payment, retainage, and/or penalties as required. Ensure timely encumbrance and expenditure of funds within the fiscal year. Coordinate between the State Maintenance Office, Department of Corrections, District Maintenance Office, District Contracts Office, and local maintenance and construction offices to ensure the development and implementation of the Maintenance Contract Program. Monitor assigned projects to ensure compliance with contract documents and all department policies and procedures. Review contractor’s technical proposals and serve as an advisor to Technical Review Committees as assigned. Process monthly invoices and apply any pay adjustments. Coordinate day-to-day activities with all Contractual Partners, resolving non-compliance assessments and audit results, and documenting all correspondence. Review and approve lane closure requests. Advise higher-level managers on administrative issues. Report on contract status and recommend improvements. Process invoices/warrants in accordance with Section 215.422. F.S. Attend project scope, pre-construction, and progress meetings. Manage and monitor projects for performance and compliance. Coordinate and facilitate work document issuance. Review inspection reports, verify, and process pay estimates and other project correspondence. Review and approve invoices. Develop contract modifications and review claims. Coordinate FHWA approval and inspections. Recommend project acceptance. Conduct contractor performance evaluations and engineering reviews. Manage project close-outs. Review Work Program Design and Construction Projects within Asset Maintenance Contract limits. Act as liaison between the Asset Contractor, Design Project Manager, and other Department Units. Manage public relations and resolve customer concerns related to projects. Maintain contact with officials, the public, and business entities. Provide timely responses and promote professional interactions. Ensure policy compliance. Provide engineering support and technical assistance within project limits. Knowledge, Skills, and Abilities: Knowledge of: Engineering principles and terminology. Construction plans, contract specifications, and administration. Roadway construction and maintenance contracting procedures. Microsoft Office software. Skills in: Using engineering tools and instruments. Reviewing, analyzing, and negotiating contracts. Claims and time extensions. Processing payments through computer applications. Ability to: Monitor and inspect engineering projects. Evaluate and analyze data. Prepare reports. Communicate effectively orally and in writing. Plan, organize, coordinate, and schedule work. Establish and maintain effective relationships. Other Job-Related Requirements: Must respond to emergencies due to the nature of the position. Minimum Qualifications: High School Diploma or equivalent and two years of infrastructure design, construction, or maintenance experience, or an Associate’s Degree.
