Compliance Specialist - Affordable Housing at Rainey Property Management
Location: Vacaville Gables
Compensation: $70,304 - $80,000 (Depending On Experience)
Position Summary Rainey Property Management is seeking a knowledgeable and detail-oriented Compliance Specialist to ensure that our affordable housing communities across the U.S. maintain full regulatory compliance and complete timely recertifications. This role involves overseeing HUD and LIHTC compliance, facilitating all renewal and recertification processes, and supporting internal audits and training. The ideal candidate is well-versed in affordable housing programs, has experience working across multiple properties, and is confident managing large volumes of regulatory data and renewals while collaborating with property and regional teams.
Essential Functions Regulatory Compliance Oversight
Ensure ongoing compliance with federal, state, and local affordable housing programs, including HUD, LIHTC and other income-restricted programs
Partner closely with on-site teams, regional managers, and compliance leadership to ensure all resident files meet agency guidelines and documentation standards
Maintain regular communication with Local Housing Authorities and State Agencies regarding inspections, file audits, and reporting deadlines
Monitor and interpret regulatory updates, implement necessary policy changes, and communicate changes effectively to all impacted teams
Renewal & Recertification Management
Oversee and assist in the completion of all property recertifications and renewals, including mass recertifications and individual income eligibility reviews
Submit renewal applications accurately and on time, ensuring documentation is thorough, compliant, and audit-ready
Track certification deadlines and create proactive systems to reduce late or incomplete recertifications
Assist in organizing and executing annual resident recertification events across multiple regions
Auditing & File Review
Conduct routine internal audits of resident files and compliance documentation across assigned properties
Identify risk areas, develop solutions, and support corrective actions to ensure successful inspections and compliance reviews
Maintain secure, accurate, and well-organized compliance records that are readily accessible and properly archived
Training & Support
Provide compliance guidance and training to on-site staff, leasing teams, and new hires on HUD, LIHTC and other affordable housing programs
Participate in the development and refinement of internal compliance systems, workflows, and best practices
Support the company’s compliance culture by fostering collaboration, accountability, and accuracy across departments
Qualifications Experience
3+ years of experience in affordable housing compliance or multi-family property management with a compliance emphasis
Advanced working knowledge of HUD, and Low-Income Housing Tax Credit (LIHTC) program requirements
Experience with resident income certifications, recertifications, and file audits for multi-property portfolios
Knowledge of federal fair housing and accessibility laws
Education
High school diploma or equivalent required; Associate’s or Bachelor’s degree in Business, Real Estate, or a related field preferred
Certifications such as HCCP, COS, TCS, or equivalent strongly preferred
Skills & Competencies
Excellent attention to detail and accuracy in managing regulatory documents and resident files
Ability to work independently and manage complex, time-sensitive projects across multiple properties
Strong written and verbal communication skills for working with agencies, residents, and internal teams
Proficiency in Microsoft Office Suite and third-party property management software (RealPage, Yardi, or similar)
Strong organizational and project management skills with the ability to prioritize and multitask
Work Environment & Physical Requirements
Sit or stand for extended periods while reviewing files and conducting audits
Carry a laptop and compliance files or supplies (up to 25 lbs.) as needed
Walk properties and navigate stairs during on-site visits and inspections
Communicate effectively in person, virtually, and in writing
