General Statement of Responsibilities Under general supervision, this position is responsible for performing complex skilled and technical work in the repair, maintenance, inspection, installation and calibration of instrumentation and control systems and equipment related to storm water and sewage pumping stations. Reports to the Instrumentation & Control Specialist, Senior.

Essential Job Functions

Troubleshoots, diagnoses, repairs and conducts preventative maintenance on electronic and instrumentation systems and equipment to include PLCs, drives, level, flow, pressure and temperature devices, solid state reduced voltage controllers, pneumatic and digital instrumentations, alarm telemetry systems, data loggers, motor control circuits, generator control and transfer switches. Serves as a lead worker and assists with staff training.

Designs, fabricates, installs and repairs new instrumentation systems; reads and interprets blueprints, diagrams and schematics to include PLCs and ladders and proportional-integral (PI) controls.

Provides cost estimates; evaluates resource needs and manages the effective deployment of resources; prepares and reviews specifications.

Maintains inventory of spare parts and initiates procurement of replacement supplies and equipment as necessary; makes cost and material estimates; collects data for preventive maintenance system; maintains activity logs, monitors and completes work orders, service requests and reports; responds to citizen inquiries and complaints.

Operates assigned service vehicle, meggers, power analyzers, hand and power tools, permanent and portable generators, and load bank testers. Performs other duties as assigned.

Required Knowledge

Instrumentation and Control – Knowledge of electrical wiring systems, controls, PLCs, electronic instrumentation and procedures, methods and techniques to install, repair and maintain related electrical systems. Basic understanding of the National Electrical Codes.

Equipment Operation – Thorough knowledge of the proper procedures for operating, inspecting and maintaining tools and related equipment as needed to construct and maintain properties and equipment. Knowledge of laws and regulations governing the operation of equipment and materials.

Safety – Knowledge of occupational hazards, safety precautions, and safety regulations related to equipment operation, hazardous materials, traffic patterns and conditions, and other work-related precautions.

Required Skills

Interpersonal Relationships – Develops and maintains cooperative and professional relationships with employees, managers, and representatives from other departments and organizations.

Judgement/Decision Making – Uses logic and reasoning to understand, analyze, and evaluate situations; anticipates, identifies and evaluates potentially dangerous, unusual or deviating situations.

Computer Skills – Utilizes a personal computer with word processing, spreadsheet and related software with reasonable speed and accuracy.

Required Abilities

Communication – Excellent ability to communicate complex ideas and proposals effectively so others will understand to include preparation of reports, agendas, and policies. Excellent ability to listen and understand information and ideas presented verbally or in writing. Ability to handle a variety of employee relations issues with tact, confidentiality and diplomacy.

Time Management – Plans and organizes daily work routine. Estimates expected time of completion of elements of work and establishes a personal schedule accordingly. Implements work activities in accordance with priorities and estimated schedules.

Education and Experience Requires an Associate’s Degree in Electronics, Instrumentation Engineering or a closely related field, and 3-5 years of electronics or instrumentation experience or an equivalent combination of education and experience.

Additional Requirements

Requires satisfactory results from a pre-employment medical evaluation.

Requires a valid driver’s license with an acceptable driving record.

Must successfully complete the required National Incident Management System (NIMS) Incident Command System Certifications within one year of employment.

Must provide and maintain a full set of hand tools and locking toolbox.
