Description
We are seeking a Navy Hardware Program Manager to oversee a contract supporting a federal government client. Responsibilities include managing the full lifecycle of ruggedized shipboard hardware systems—from design and prototyping to production, testing, and sustainment. The role involves overseeing multiple task orders, ensuring compliance with Navy standards, and managing schedules, budgets, risks, and stakeholder expectations.
Responsibilities
Lead Navy programs across all hardware lifecycle phases: requirements, design, integration, testing, production, sustainment, and obsolescence management
Collaborate with stakeholders including NAVSEA, NAVAIR, NSWC, Naval Shipyards, and Type Commanders
Manage program scope, cost, schedule, and risk
Lead cross-functional teams including engineering, manufacturing, and supply chain
Lead proposal development, cost control, WBS creation, and resource planning
Ensure program compliance with contractual, technical, and quality standards (SOW, DoD, CMMI Level 3, ISO 9000)
Maintain strong customer relationships and serve as primary interface for assigned programs
Document and improve program processes such as revenue forecasting, risk management, and stakeholder alignment
Education and Experience
Bachelor’s degree in engineering, Business, or related field
Minimum 12 years of experience managing U.S. Navy hardware system design and production programs
Required Skills
PMP certification or equivalent DAWIA advanced PM certification
Proven success in delivering complex programs on time and within budget
Strong knowledge of product lifecycle management (PLM) and configuration control
Experience with cost control and scheduling tools (e.g., MS Project, Primavera)
Proficient with configuration/data management tools like IBM DOORS
Excellent communication and leadership skills
Security Clearance
Eligible to obtain a secret clearance
