Summary The duty location will be in the Office of General Counsel-Headquarters, Fort Belvoir, VA. This role is a GS-0905-15 Attorney-Adviser (General) in the Department of Defense, focusing on Labor and Employment Law.

Responsibilities

Specialize in Labor and Employment Law advice and litigation.

Serve as trial attorney and litigate before EEOC, MSPB, FLRA, and arbitrators, and engage in ADR when appropriate.

Coordinate and assist the Department of Justice and U.S. Attorneys in preparing and presenting cases in Federal court.

Conduct all activities related to litigation including completion of litigation reports; processing requests for Government witnesses and documents; reviewing and drafting pleadings, agency responses, motions, briefs, and other required documents.

Negotiate and draft settlement agreements; conduct discovery including taking and defending depositions, requesting documents, drafting interrogatories.

When appropriate, obtain representation for Government officials sued in their individual capacities.

Consult with the Chief, Labor and Employment Law on matters of major importance and keep the Chief informed of significant issues and developments.

Review disciplinary and performance‑based actions for legal sufficiency.

Advise on legal matters related to collective bargaining, interpretation of collective bargaining agreements, and negotiability; advise on responding to and filing unfair labor practice charges.

Conduct legal review of grievance responses, and responses to other employee complaints, claims, and allegations.

Other duties as assigned.

Requirements

Must be a U.S. Citizen.

This is an Excepted Service position.

Tour of Duty: Flexible Schedule.

Security Requirements: Non‑Critical Sensitive with Secret Access.

Appointment subject to a favorable suitability or fitness determination; unfavorable background checks are grounds for removal.

Fair Labor Standards Act (FLSA): Exempt.

Selective Service Requirement: Males born after 12‑31‑59 must be registered or exempt.

Recruitment Incentives: Not Authorized.

Bargaining Unit Status: No.

Financial Disclosure Requirement: Required.

Position is obligated and occupancy may become permanent if former incumbent does not return.

Qualifications

First professional law degree (LLB or J.D.).

Licensed and a member in good standing with the bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. Proof required within six months of the closing date.

Professional legal experience in excess of 3 years commensurate with duties and responsibilities.

Labor and Employment Law experience. At least one year of relevant experience at the next lower federal grade. Equivalent military, state or private law experience may substitute for federal service.

Expert knowledge in EEO, MSPB, FLRA, arbitration, Federal court litigation and providing authoritative legal advice on a broad range of complex labor and employment law issues.

Excellent analytical ability, including issue identification, legal research, analysis of options, risk analysis, and creative problem solving.

Excellent communication skills (oral and written).

Excellent legal and business judgment.

Excellent interpersonal skills and client relationships, and ability to interact well with senior officials on controversial and sensitive issues.

Security Clearance This position is designated Non‑Critical Sensitive. If selected, you must obtain and maintain a Secret security clearance. Periodic re‑investigation is required per DoD 5200.2‑R.
