Attorney-Adviser (Contract)
Brought to the Defense Logistics Agency (DLA) Headquarters at Fort Belvoir, VA, the Attorney‑Adviser will serve as a Chief Trial Attorney (CTA) in the Acquisition Law Division. This role requires strategic leadership in contract dispute management, representation before the Armed Services Board of Contract Appeals (ASBCA), and coordination with the Department of Justice.
Summary As a senior attorney, the CTA will establish policies, oversee case management, engage in bid protests, provide acquisition counsel, and maintain a DLA‑wide case tracking system. The position is an Excepted Service appointment at GS‑0905‑15.
Responsibilities
Establish policies, procedures, and case‑management tracking for contract disputes and litigation throughout DLA.
Represent DLA before the ASBCA, maintaining a centralized government representation on all appeals and decisions.
Exercise authority and responsibility for bid protests filed with DGA, GAO, and Court of Federal Claims, managing the DLA litigation attorney cadre.
Support DLA Major Subordinate Command and Headquarters attorneys in alternative dispute resolution and settlement negotiations.
Advise on acquisition law issues, including contracting support, Congressional request reviews, contract tax matters, and end‑use certificates.
Manage DLA‑wide case and dispute tracking, data capture, and performance metric reporting.
Provide direct acquisition law counsel within the Acquisition Law Division.
Requirements
U.S. Citizen.
Excepted Service appointment.
Set Schedule tour of duty.
Non‑Critical Sensitive security clearance with Secret access.
FLSA exempt.
Selective Service registration or exemption required for males born after 12‑31‑59.

Qualifications
First professional law degree (J.D. or LLB).
Active membership in good standing with the bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia, accompanied by a recent certificate of good standing or bar status screenshot dated within six months of the closing date.
Professional legal experience in excess of three years at the GS‑15 level.
Knowledge and experience in litigating before the ASBCA, Court of Federal Claims, and GAO, and proficiency in alternative dispute resolution.
Experience developing litigation strategy, preparing pleadings, trial briefs, motions, settlement negotiations, and witness preparation.
Excellent analytical ability, issue identification, legal research, risk analysis, and creative problem solving.
Excellent oral and written communication skills.
Excellent legal and business judgment.
Excellent interpersonal skills and client relationships, and the ability to interact well with senior officials on controversial and sensitive issues.
To Qualify At The GS‑15 Level Must possess professional legal experience in excess of three years commensurate with the duties and responsibilities of the position. Promotion is based on time, performance, and mastery of skills at the required grade level, with approval of DLA General Counsel.
Principal Selection Factors
Contract litigation experience. At least one year of relevant experience at the next lower federal grade is mandatory.
Expert knowledge in litigating cases before the ASBCA, Court of Federal Claims, and GAO, and experience in alternative dispute resolution procedures.
Experience in developing litigation strategy; preparing pleadings, trial briefs, motions, settlement negotiations, and witness preparation; and developing and responding to discovery.
Excellent analytical ability, including issue identification, legal research, analysis of options, risk analysis, and creative problem solving.
Excellent oral and written communication skills.
Excellent legal and business judgment.
Excellent interpersonal skills and client relationships, and the ability to interact well with senior officials on controversial and sensitive issues.
Security Clearance This position is designated Non‑Critical Sensitive. If selected, you must obtain and maintain a Secret security clearance. Periodic re‑investigation is required to maintain security eligibility in accordance with DoD 5200.2‑R.
