Overview

Advanced Practice Provider (O-3/O-4/O-5 Position Grade) Non-supervisory — U.S. Immigration and Customs Enforcement (ICE). This role provides direct detainee care, including evaluations, minor procedures, and medication prescriptions, coordinates referrals, ensures policy compliance, and mentors APPs. Requires licensure and certification. The incumbent reports directly to the Supervisory APP; if no Supervisory APP is on-site, reports to the facility Clinical Director. Duties and Responsibilities

DUTIES AND RESPONSIBILITIES (O-3 & O-4 Billet)

— Practices in conformance with established criteria, guidelines, and agency procedures. Enhances physical, emotional, and social well-being of individuals; decisions are reviewed as needed with medical officers or other APPs. Provides health care consistent with agency and PHS policies; primary contact is with persons outside the immediate work environment within the agency (public and patients). Performs comprehensive history and physical evaluations, behavioral health care, and minor outpatient surgical procedures for detainees as required by IHSC policy. Coordinates health care needs of detainees, including referrals to off-site consultants. Takes infection control actions per IHSC policy and guidance. Completes required training and attends on-site, regional, and national meetings as required. Partakes in APP Peer Review process. Performs other duties as assigned. DUTIES AND RESPONSIBILITIES (O-5 Billet)

Provides direct care to detainees via scheduled appointments, emergencies, or urgent care visits. Consults with the physician/Clinical Director for complex medical and/or psychiatric patients per IHSC policy. Provides infirmary care including admission, discharge, and daily rounds for higher levels of medical care or monitoring. Performs comprehensive history and physical evaluations, behavioral health care, and minor outpatient surgical procedures per IHSC policy. Works within IHSC APP Scope of Practice and the Controlled Prescribing Scope of Practice for APPs; applies pharmacology knowledge when prescribing medications. Coordinates health care needs of detainees including referrals to off-site consultants; interprets diagnostic and laboratory results. Interprets Tuberculin skin tests (TSTs) and diagnostic studies; manages DOT for active/latent TB treatment. Infection control, universal precautions, and sharps disposal; may serve as medical escort for detainees as needed. Utilizes translation/interpretation services as needed for LEP or communication disabilities. Maintains flexibility for schedule changes; provides health education; documents care visits in required health records; maintains patient confidentiality. Serves as Acting Senior Supervisory APP or Acting Regional APP; mentors APP onboarding and training; attends meetings; participates in APP Peer review; performs other duties as assigned. You must be a U.S. citizen to apply for this position. You must successfully pass a background investigation and drug screen. Males born after 12/31/59 must certify Selective Service registration. Meet all requirements by the closing date unless otherwise noted. Service Remaining Requirement Agreement: 18 to 24-month commitment to IHSC after appointment. Assignment Pay Agreement: If a current assignment pay exists, it must be fulfilled within 90 days of application submission. Applicants must be a current USPHS Commissioned Corps Officer or USPHS CAD candidate. Civilians are not eligible. PHS officers must participate in IHSC TDY On-Call Schedule (ITOS). Qualifications

COMPETENCIES: Superior communication, analytical skills, interpersonal and active listening, organizational and time management, problem solving and judgment, integrity, honesty, and cultural competency. Physical Demands: lifting >30 pounds; CPR/emergency care; assist detainees or staff; possible running or prolonged standing in austere environments. Education and Licensure: Meet minimum education/certification for either NP or PA; NP requires state license (Family NP or Adult-Gerontology NP) and national certification (AANP/ANCC); PA requires accredited PA program, NCCPA certification, and state license; maintain currency and DEA as applicable; CPR/BLS; ongoing CE. Experience: O-3 billet typically for new graduates; O-4 billet requires 1 year of clinical experience or current O-4/approval; O-5 billet requires more than 4 years clinical experience or IHSC Medical Director approval; supervisory experience for O-5. Preferred: correctional health care experience; IHSC policies, NCCHC, PBNDS; infection control and TB management; ACLS; DEA Waiver for Buprenorphine (when applicable). Additional Information

This position is located within the DHS ICE ERO IHSC Office of Deputy Assistant Director of Clinical Services. This is a non-supervisory position.
