Portland Clean Energy Community Benefits Fund (PCEF)
team at the Bureau of Planning and Sustainability (BPS) is seeking a Workforce and Contractor Development Project Manager (Coordinator II - CPPW). This role manages PCEF’s workforce and contractor development investments, supporting community-driven climate action while advancing social and economic justice. This position offers the unique opportunity to contribute to a dynamic, fast-paced team tasked with the stewardship of more than $1 billion in funding over the next five years. The fund invests in projects that reduce greenhouse gas (GHG) emissions, build community resilience, and advance equity in the areas of energy efficiency, and renewable energy, transportation decarbonization, green infrastructure, and regenerative agriculture. As a project manager, you will: Oversee grants and contracts supporting workforce and contractor development. Build and sustain relationships with grantees, contractors, and community partners. Provide technical assistance and monitoring to ensure compliance and maximize impact. Support equitable access to economic opportunity in energy efficiency and renewable energy, transportation decarbonization, green infrastructure, and regenerative agriculture areas. As a crucial member of the team, you will play a key role in administering grants and contracts that are creating impactful, innovative, and catalytic climate action in our underserved communities. We’re seeking someone who brings expertise in either Workforce Development or Contractor Development. If you bring both, that’s a bonus. If you bring Workforce Development expertise, you : Understand the workforce ecosystem, how job seekers, especially those from underserved communities, access training, credentialing, and employment pathways. Know the role of institutions and programs that shape this space, such as community colleges, workforce boards, CBOs, union apprenticeship and pre-apprenticeship programs, or public workforce systems. Can identify what it takes for training providers and employers to work together and can identify the gaps or opportunities in workforce pipelines. Have managed grants or contracts focused on workforce outcomes. If you bring Contractor Development expertise, you : Understand the contractor development ecosystem and how emerging, small, and minority-owned businesses access technical assistance, capital, and procurement opportunities. Are familiar with the key players, including contractor support organizations, municipal or state procurement offices, certification programs (MBE/WBE/DBE), and TA providers. Recognize common barriers that underserved firms face, including bonding, insurance, licensing, payment terms, or lack of networks, and solutions to address them. Have experience managing grants or programs in this space and defining success metrics. What you’ll get to do: Manage grants and contracts : Serve as the main contact for grantees and contractors, working closely to define detailed scopes, establish metrics, monitor progress, and ensure compliance and quality assurance. Project administration : Process invoices, review documents, evaluate reports, maintain up-to-date tracking systems across the grant portfolio, and support grantees and contractors in meeting invoicing and reporting requirements. Proposal review : Participate in proposal reviews and provide recommendations as part of the grant or contract award process. Stakeholder collaboration : Collaborate with project teams, grantees, contractors and stakeholders on co-learning activities to foster collaboration, enhance outcomes, develop best practices, and share insights. Program analysis : Identify barriers, best practices, and opportunities for continuous program improvements. The ideal candidate for this position will have these attributes: Lived Experience : Direct experience with marginalized communities and demonstrated understanding of the impacts of historic racism and disinvestment. Socially Intelligent : Ability to communicate with others in a way that creates ease. Effective in communicating with people in various roles and of diverse backgrounds. Collaborative and Inclusive : Comfort in sharing power, working together toward collective goals, and guiding others through conflict resolution with a trauma-informed perspective. Empathetic Understanding : The ability to approach difficult conversations and sensitive topics with professionalism, compassion, and an awareness of the impact of equity and justice issues on communities.
