Sr. Manager – Governmental Services (FEMA/Disaster Management & Recovery)

The Senior Manager – FEMA focuses on leading large-scale disaster recovery programs for the Government Services practice, drawing on significant experience with the Federal Emergency Management Agency (FEMA) Public Assistance program. Experience with Individual Assistance and/or the Hazard Mitigation Grant Program is a plus. The position will drive business development, provide leadership and mentorship to consulting team members, and help deliver the Firm’s business objectives and initiatives. Responsibilities
Lead large, complex programs implementing state and community‑level post-disaster recovery efforts, including administering FEMA Public Assistance funds. Experience with Individual Assistance and/or Hazard Mitigation (404 and 406) funds is a plus. Evaluate client needs, define project approaches, determine engagement scope, manage activities for completing work, and ensure overall quality of client deliverables. Drive revenue through new and incremental growth of current and prospective clients. Manage the program team through all phases: strategic planning, work planning, mobilization, execution, and completion, aligned with delivery processes to meet scope, schedule, budget, and contract requirements. Interpret federal regulations and determine methods of project implementation based on knowledge and experience. Engage in business development activities such as conference participation, responding to requests for proposals, identifying funding opportunities, evaluating potential teaming partners, and developing proposals. Develop and maintain relationships with governmental entities implementing disaster recovery programs and other firms providing disaster services. Lead and participate in proposal writing teams, including coordinating submissions. Develop disaster recovery thought leadership and insights. Identify recovery-related gaps/needs and provide recommendations to leverage resources for greater program impact. Perform supervisory responsibilities, including coaching staff, providing feedback to Directors and Partners, and conducting annual evaluations.
Minimum Qualifications
Bachelor’s degree in Business, Public Administration, Public Safety, Emergency Management, Disaster Management, or related field. 10+ years of experience in disaster recovery, emergency management, and state/local/federal disaster recovery programs. 5+ years in a management or supervisory role. Knowledge of FEMA disaster programs, including related statutes, regulations, policies and processes.
Preferred or Desired Qualifications
Master’s Degree. 5+ years of consulting and/or client support and business development. Certifications such as CEM, AEM, PgMP, PMP are preferred. Excellent interpersonal, written, and verbal communication skills in business and technical environments and within diverse groups. Ability to work in a dynamic, fast-paced, innovative environment and to manage multiple priorities under tight deadlines. Professionalism and ability to maintain confidentiality. Proficiency with Microsoft Office (Excel, Word, PowerPoint). Ability to travel and work extended hours as needed.

Baton Rouge For NYC and California, the expected salary range is between
120,000
and
200,000 ; ranges in other geographies may vary based on market differences. Actual compensation will be based on experience and other factors permitted by law.
