Summary of Job Duties:

Work as the chief accounting officer of the institution and be responsible for the accuracy and timeliness of financial data and reporting, compliance with law and policy, settlement of financial obligations, and control and accountability of assets. The position reports to the Vice Chancellor for Finance and Administration.

Qualifications Required Education and/or Work Experience:

Requires CPA or MBA or other related Master’s degree and a minimum of 7 years related experience, or a Bachelor’s degree in Accounting and 10 years of higher education accounting experience.

Preferred Education and/or Work Experience:

Master’s degree in accounting and/or relevant certification (e.g., CPA, CMA, CIA). Professional experience in higher education and knowledge of Workday Finance are highly preferred.

Essential Duties and Responsibilities

Account for and manage state appropriations per applicable state laws; assist legislative and independent audit teams; coordinate external audits of the university’s financial records.

Provide leadership to and supervision of Finance staff; advise departments on financial matters; respond to inquiries regarding financial data; manage and update approval processes.

Analyze and prepare financial reports, including annual financial statements; coordinate year-end closing; ensure compliance with GAAP, GASB, and related laws and regulations.

Coordinate cash management to meet short-term liquidity needs; settle obligations; interpret and analyze accounting data; maintain chart of accounts; manage bond issues and reporting requirements.

Manage business systems, including new technologies and system enhancements; ensure finance system security; perform accounting reviews and internal audits; implement internal procedures to maintain internal controls.

Provide management oversight to the Director of Budget and Director of Procurement; guide daily operations and compliance reporting.

Other Job Duties and Responsibilities:

Make recommendations and establish procedures; perform other related duties as needed; maintain strong working relationships with faculty and staff; contribute to overall department success.

Maintain a positive work atmosphere, foster teamwork, and ensure consistent on-time attendance.

Knowledge, Skills, and Abilities

Knowledge of GAAP and GASB; administrative and management concepts; governmental requirements and regulations; university technology.

Ability to lead and supervise personnel; apply knowledge comprehensively; strong problem solving and critical thinking; information technology concepts; report preparation.

Ability to manage multiple major projects with flexibility to changing priorities.

Additional Information Working Relationships:

Interaction with university administrators, colleagues, regulatory agencies; external contacts include the Arkansas Department of Higher Education, University of Arkansas System Office, IRS, vendors, banks, and investment managers.

List Employees Supervised:

Directly supervises four employees and oversees 19 others in related accounting functions.

Special Job Dimensions:

Office setting with occasional campus travel; extended hours during fiscal year-end; physical requirements described as normal for office work; 8:00 am – 5:00 pm, Monday–Friday.

Salary Information:

$120,000 to $130,000, commensurate with education and experience
