Serves as primary cashier to ensure revenue collections and banking transactions are conducted in an accurate and timely manner. Processes, reviews, and enters receipts into SCEIS ensuring that state and agency policies and procedures are followed, and accurate and timely receipts are recorded. Researches aged accounts receivable balances and take appropriate action. Responsible for ensuring all accounts receivable activities recorded in SCEIS are accurately and timely posted to the entire system. Responsible for reviewing, analyzing, and processing the IF 408 (cash receipt interface) daily and at month end. Analyzes and reconciles account receivable activities as required (monthly, quarterly, yearly, etc.). Ensures reconciliations include supporting documentation. As assigned by management, independently completes complex account analysis and reconciliations for SCDOT and / or SCEIS relating to the accounts receivable related general ledger accounts. Performs research to align balances of the agency and SCEIS and takes appropriate action as necessary. Responsible for the preparation and reconciliation of billing documents to outside entities for cost reimbursement projects. Ensures billings are accurate, reviewed by the appropriate SCDOT Offices, and sent timely. Assists in the timely and accurate recognition of revenue for participation agreement projects. Ensures appropriate action is taken to update the project ledger as needed. Prepares and provides invoices to the South Carolina Emergency Management Division (SCEMD) and Federal Emergency Management Agency (FEMA) with supporting documentation for emergency events. Prepares reports as may be required by SCEMD, FEMA, or management. Develops and produces, for approval, journal entries that 1.) Effect the change identified on the reconciliation or 2.) Are responsive to requests from management and various departments of SCDOT for amendments to the financial records. Performs other related duties as assigned. Minimum and Additional Requirements A bachelor's degree in accounting, finance, business or related field and one (1) year of professional experience in a related area, such as accounting, auditing, finance, or banking; or an approved acceptable equivalence. A valid motor vehicle operator's license is required. The physical demands for the essential functions includes sitting or standing at a desk for an extended periods and working on a computer. May be required to lift up to 30 lbs. May be required to work outside normal business hours.
