Hybrid/Telework – Must live in Austin, TX area I. JOB DESCRIPTION Reviews, analyzes, and evaluates business systems and user needs. Formulates systems to parallel overall business strategies. Experienced with business process reengineering and identifying new applications of technology to business problems to make business more effective. Familiar with industry standard business process mapping, and reengineering. Prepares solution options, risk identification, and financial analyses such as cost/benefit, ROI, buy/build, etc. Writes detailed description of user needs, program functions, and steps required to develop or modify computer programs.

8 or more years

of experience, relies on experience and judgment to plan and accomplish goals, independently performs a variety of complicated tasks, a wide degree of creativity and latitude is expected.

Min 5 years

of experience, served as a liaison between the Business community and Customer IT Teams (i.e., Architecture, Project Delivery, Application Sustain, etc.). Strong experience as a Data Analyst in analyzing raw data, and as a Business Analyst in requirements gathering, understanding technology, and any project management experience with PMP are a huge plus.

II. CANDIDATE SKILLS AND QUALIFICATIONS Minimum Requirements:

8 years of experience reviewing, analyzing, and evaluating business systems and user needs.

8 years of thorough understanding of the business analysis areas of knowledge and its associated activities and tasks.

8 years of experience participating in software development reviews and providing advice and assistance to other team members in analysis, design, and test.

8 years of experience performing or participating in unit testing, support system testing and user acceptance testing.

8 years of extensive skill in planning and organizing work to meet goals and complete multiple assignments without compromising accuracy.

8 years of thorough knowledge of software development lifecycle methodologies.

8 years of extensive skill in effective verbal and written communications with both IT and business professionals and clients.

Preferred: Experience with the implementation of case management systems.

Preferred: Experience with Jira project management software.

Note: Start Date 11/10/2025 End Date 8/31/2026. May be renewed up to 3 years.

Normal business hours are

Monday through Friday from 8:00 a.m. through 5:00 p.m. , excluding Texas state holidays when the agency is closed. May be required to work outside the normal business hours on weekends, evenings and holidays, as requested.

Hybrid - On Site and Telework . The program will only accept LOCAL candidates for this position. Position will be

3 days remote

with

2 days (Mon & Tuesdays)

required to be

onsite . Candidate may be required to work remotely at HHSC discretion, up to 100 percent of the time.
