Overview
The State of Florida’s Fish and Wildlife Conservation Commission (FWC) seeks a Government Operations Consultant III. This position provides administrative support for the Office of the Chief Information Officer (CIO) and the Office of Information Technology (OIT) staff, including Applications, Desktop Services, and Network sections. The incumbent uses independent judgment to perform research and make decisions. This is an intermediate level role with a full range of assignments under limited supervision. Work requires business and technical vocabulary and skills in retrieving, compiling, and reporting data. Errors may cause delays or impact operational effectiveness and productivity.
Responsibilities Serves as OIT Purchasing Agent and Contract Manager. Processes My Florida Marketplace and P-Card transactions. Monitors and prepares budget reports, inventory reports, and maintains purchasing records of expenditures for office equipment, computer hardware, software, and office supplies. Reviews and coordinates the proper processing of P-Card transactions. Makes arrangements for, and processes all travel vouchers for OIT staff as required, ensuring compliance with the Florida Travel Rules and Regulations. Responsible for timely and accurate processing and/or approval of vendor quotes, invoices and warrants for payment of goods received or services rendered. Responsible for adhering to the provisions and requirements of section 215.422. F.S., related to state comptroller’s rules and Florida Fish and Wildlife Conservation Commission invoice processing and warrant distribution procedures.
Serves as the staff assistant to the CIO and to the OIT. Processes a variety of correspondence, investigates subject matter, and prepares replies. Answers telephones, takes accurate messages, and directs visitors and callers to the most appropriate person to assist them. Creates and maintains purchasing and project files for the CIO. Summarizes calendars for the CIO’s staff and advises supervisor of scheduling conflicts. Other general office work as needed.
Conducts research and prepares correspondence, reports, manuals, and other material on technical and general subjects. Uses a variety of research sources, including the Internet and library sources to research, compile, and organize data for the CIO.
Courteously assists Commission constituents to resolve questions or problems they may have in matters relating to this Commission, its programs or fish and wildlife conservation generally. Adheres to Customer Service Guidelines as detailed in IMPP 1.33. Seeks to garner public support for agency objectives and programs by serving Florida’s citizens in a positive and pro-active manner.
Minimum Qualifications One year of purchasing and State Contract Manager experience and completed vocational/technical training in secretarial, clerical, office/business, or customer service-related fields; or completed associate degree at an institution of higher education which can substitute for the required experience.
Florida Certified Contract Manager designation required to be completed within 6 months of starting this position.

Knowledge of office procedures and practices
Knowledge of the principles and techniques of effective communications

Knowledge and extensive ability to use Microsoft Office Suite (Word, Excel, PowerPoint, Outlook)
Advanced Typing and Data Entry Skills
Knowledge and Skills coordinating activity of 20+ other staff members
Knowledge and Skills in event planning and coordination for groups of 20+ people
Ability to produce final products within established time frames
Ability to organize files and other records
Ability to compile and analyze data for administrative decisions
Ability to organize and maintain records management systems
Ability to perform basic arithmetical calculations
Ability to use correct spelling, punctuation and grammar
Ability to type letters, memoranda and other standard forms in correct format
Ability to operate general office equipment
Ability to handle telephone calls in a courteous and effective manner
Ability to plan, organize and coordinate work assignments
Ability to communicate effectively with all levels of personnel and management
Ability to establish and maintain effective working relationships with others
