Accountant III – Career Service Position With Benefits $1,615.38 Biweekly, $41,999.88 Annually 1875 Orange Avenue E., Tallahassee, FL

Minimum Qualifications

Four (4) years of experience in bookkeeping, accounting or financial management

Two (2) of those years must involve processing expenditures, billing or financial reports

Requirements

Employment contingent upon a satisfactory criminal history check (fingerprint‑based)

Office hours 8:00 AM – 5:00 PM EST, Monday‑Friday. Not eligible for telework.

Cover letter required, covering employment gaps.

Position Overview and Responsibilities Process Unencumbered Payments

Process unencumbered disbursements per F.S. regulations and Commission policies.

Screen invoices for items requiring immediate payment.

Verify identification numbers and accounting codes.

Ensure special approvals or justifications are present.

Enter disbursements into FLAIR.

Prepare and complete daily voucher process.

Maintain comprehensive knowledge of Florida Statutes, DFS rules and internal procedures related to auditing and payment of invoices.

Ensure reimbursement vouchers contain all required documentation.

Expenditure Corrections / Reconciliation

Process expenditure corrections to balance in FLAIR accurately and timely.

Determine transaction code 51 or 58.

Perform other expenditure moves as needed.

Reconcile payments monthly to ensure accurate subsystem records.

P-Card Payment and Auditing

Audit and approve Purchasing Card transactions in P-Card Works.

Review daily system reports to ensure transactions are processed accurately and timely.

Flag aging transactions exceeding two business days and communicate with account holders and approvers.

Year-End Processing / Certified Forward

Assist with fiscal year‑end transactions, including Certified Forward and setting up payables.

Verify encumbrance balances with Contract Managers.

Classify payables (A or B) and record accruals for Carry Forward in the proper fiscal year.

Perform Follow‑Up and Research

Correct and return items for processing.

Maintain records and initiate follow‑up.

Research internal and external inquiries, following up by email or telephone within one business day.

Escalate unresolved issues to supervisor within two business days.

Prepare written correspondence to vendors documenting disbursement issues.

Monitor payments for compliance with the Prompt Payment Law.

Knowledge, Skills and Abilities

Understanding of accounting and auditing principles, financial data analysis, and basic management practices.

Knowledge of Florida Reference Guide to State Expenditures.

Ability to formulate policies and procedures and manage budgetary needs.

Strong analytical, problem‑solving, and decision‑making skills.

Effective written and verbal communication.

Proficiency in Microsoft Excel, Word, Outlook, and Adobe Acrobat.
