Consultancy: Support Africa CDC Strategic Leadership and Capacity Building in Immunization
Remote: PG Health – Immunization, NYHQ. Duration: 17 Nov 2025 – 30 May 2026.
UNICEF partners with Africa CDC under the Expanded Partnership Framework (2024‑2027) to strengthen immunization systems across the continent. The assignment provides strategic and technical support to Africa CDC’s headquarters and Regional Collaborating Centres (RCCs) to develop, implement and monitor the Continental Immunization Strategy (CIS).
Scope of Work
Build capacity of Africa CDC immunization programme at HQ and RCC levels.
Contribute to design and onboarding of new immunization staff.
Develop a roadmap to operationalise Africa CDC’s immunization strategy.
Implement capacity‑building activities to deliver the CIS.
Establish a mechanism to review progress and follow‑up on priority activities.
Improve vaccination coverage in zero‑dose communities and reduce vaccine‑preventable disease outbreaks.
Strengthen partnerships at global and regional levels with major immunization platforms and networks.
Strengthen internal monitoring, data‑driven decision‑making processes and evidence generation.
Facilitate implementation and monitoring of key flagship partnership and advocacy strategy.
Plan and facilitate event packages for strategic agenda‑setting dialogues on immunization and primary health care.
Prepare periodic progress reports and an end‑of‑assignment report for UNICEF and Africa CDC leadership.

Actionable roadmap with milestones for implementing the CIS at HQ and RCCs (30 Nov 2025).
Reports on structure, roles, terms of reference for Africa CDC immunization staff in RCCs (30 Jan 2026).
Capacity‑building initiative reports (resources, peer‑to‑peer learning) (30 Apr 2026).
Concise report summarising progress, challenges and recommendations (15 May 2026).
Report on engagement with AU organs, RCCs and partners; messaging on Africa CDC’s value proposition (15 May 2026).
Strategic workshop or technical session on CIS implementation and PHC‑immunization integration (15 May 2026).
Comprehensive documentation of achievements, recommendations and next steps (30 May 2026).
Qualifications & Experience
Advanced university degree (master’s or PhD) in Medicine, Public Health, Health Policy & Management, Epidemiology, Immunization or related field, or 7 years of qualifying experience in lieu of a degree.
15+ years of experience in strategy design, policy advice, and implementation in low‑ and middle‑income countries, preferably in Africa.
Immunization systems strengthening and primary health care integration expertise.
Leading or supporting institutional capacity‑building in public health agencies or multilateral organisations.
Partner coordination at continental/regional level (AU, WHO, UNICEF, Gavi).
Track record in high‑level policy and advocacy on immunization and public health strategy.
Proven experience designing monitoring/review mechanisms for immunisation programmes.
Strong facilitation, analytical, writing and presentation skills.
Digital transformation and evidence generation for immunisation expertise.
Fluency in English (French desirable). Minimum two peer‑reviewed publications or equivalent technical papers.
Other Requirements
Upload copy of academic credentials and a financial proposal reflecting costs per deliverable and total lump‑sum for the assignment.
Indicate availability and confirm current health insurance coverage.
Payment based on agreed satisfactory deliverables; UNICEF reserves right to withhold payment if deliverables are not up to required standard or are delayed.
