Overview
Personal Financial Counselor, PFC- Duluth, MN. This position provides personal financial services at assigned military installations. Primary responsibilities include the full breadth of personal financial counseling services to military service members and their families at military installations, including one-on-one counseling, consultations with commanders or other providers, briefings and presentations, and providing referral resources outside the counseling session. Works with installation and military branch Points of Contact (POC) to ensure the program operates within scope and meets installation needs. Responsibilities
Provides personal financial counseling and management services directly to service members and their families. Assists service members in establishing spending plans for extended absences. Develops and distributes informational financial materials to service members and families. Coordinates, publicizes and delivers Personal Financial Management classes/workshops across the military lifecycle (e.g., arrival at first duty station, pre- and post-deployment, and personal/career events per DoDI 1322.34). Responds to requests for age-appropriate classes or seminars. Utilizes virtual counseling or other electronic communication modes (web-based, secure online chat, video-based communications) as required; virtual PFC support may be authorized by the OSD FINRED Program office. Manages duty to warn situations according to DoD protocol. Communicates with leadership and participates in regular supervision, sharing trends and issues from assigned installations. Participates in regular in-services/training, quality improvement committees or other contract activities as assigned. All other duties as assigned. Qualifications
Bachelor's degree required. May consider an associate degree with 4 years of experience in lieu of a bachelor's. 3+ years of financial counseling experience. Must be a U.S. citizen and fluent in English; bilingual in English and Spanish if required by contract. Be able to obtain a favorable Tier 2 background investigation. Must be able to pass the Congressionally Mandated Disclosures for Organizational Conflicts of Interest (OCI) process. One of the following certifications: Accredited Financial Counselor (AFC), Certified Financial Planner (CFP), or Chartered Financial Consultant (ChFC). General Job Information
