Senior Knowledge Management Systems Development Support
to support The U.S. Army Intelligence and Security Command (INSCOM) under the United States Army Counterintelligence Command (USACIC) Analytical Support Contract. The primary place of performance will be Linthicum, MD. Anticipated award: April/May 2026; Anticipated start: May 14, 2026; Period of performance: 1 Base Year + 4 Option Years; Location: Linthicum, MD; Clearance requirement: Active TS/SCI. Responsibilities
Provide recommendations for the development of Knowledge Management (KM) systems by designing and implementing SharePoint process improvement solutions. Assist in aligning processes and technology to enable information sharing by analysts and organizations for analytic production. Utilize centralized and peripheral databases, content management, and records management systems to shape workflow and processes. Compile reports on performance and usage metrics and future requirements for existing KM capabilities, including search, discovery, storage and retrieval of data, and formal production and taskings. Disseminate intelligence products across separate networks and portals. Produce for Government review and approval a KM SOP in accordance with Army FM 6-01.1 to guide KM efforts and governance within the organization. Provide position papers containing analysis assessing the effectiveness of current SOPs and processes discussed during the KM Working Group (KMWG). Facilitate the KMWG using techniques and tools to enable collaboration; push information to members and pull needed information from the group. Publish minutes to the SharePoint KM portal and notify designated Government personnel; provide recommendations for follow-on KMWG activities. Provide surveys and interviews and analyze results to enable knowledge sharing within and outside the organization, vertically and laterally. Participate in meetings to ensure requirements and design concepts are accomplished through governance and maintenance plans, custom workflows, site themes, SharePoint content management with Microsoft Office applications, and migration of content from shared drives and other repositories to SharePoint. Implement KM practice by leveraging SharePoint as enabling technology where applicable. Provide formats and recommendations for managing and using SharePoint based on prioritized KMWG recommendations to facilitate knowledge sharing. Provide status updates to the client, including task progress, schedule status, surveys/interviews conducted, meetings attended, issues, and recommendations. Provide CI Operations Trends and Strategic Communications support, including review of operations files, analyses, operational data queries, and organization of data related to operational activity, including dossiers on over 1,500 operations, to identify leads, gaps, vulnerabilities, and trends.
Qualifications
Education and experience options: High School Diploma: 20 years of relevant experience with a portion of that experience within the last 2 years. Associates Degree: 16 years of relevant experience with a portion of that experience within the last 2 years. Bachelors Degree: 14 years of relevant experience with a portion of that experience within the last 2 years. Masters Degree or higher: 12 years of relevant experience with a portion of that experience within the last 2 years. Must have Security+ certification, and have completed a Site Collection Administration training course equivalent to Microsoft MS55033.
