Senior Knowledge Management Systems Development Support - USACIC
Celestar Corporation is seeking a Senior Knowledge Management Systems Development Support to support The U.S. Army Intelligence and Security Command (INSCOM) under the United States Army Counterintelligence Command (USACIC) Analytical Support Contract. The primary place of performance is Fort Meade, MD. Anticipated Award: April/May 2026. Anticipated Start: May 14, 2026. Period of Performance: 1 Base Year + 4 Option Years. Location: Fort Meade, MD. Clearance Requirement: Active TS/SCI.

Responsibilities
Provide recommendations for the development of Knowledge Management (KM) systems by designing and implementing SharePoint process improvement solutions.
Assist in aligning processes and technology to enable information sharing by analysts and organizations for analytic production.
Utilize centralized and peripheral databases, content management, and records management systems; shape workflow and processes.
Compile reports on performance and usage metrics and future requirements for existing KM capabilities (e.g., search, discovery, storage, retrieval, formal production, and taskings).
Disseminate intelligence products across separate networks and portals.
Produce for Government review and approval a KM Standard Operating Procedure (SOP) in accordance with Army FM 6-01.1 to guide KM efforts and governance.
Provide position papers with analyses assessing the effectiveness of current SOPs and processes as discussed during the KM Working Group (KMWG).
Facilitate the KMWG using various techniques and tools to enable collaboration; distribute information to individuals or the entire group and gather needed information.
Publish minutes to the SharePoint KM portal and via email to designated Government personnel; provide follow-on recommendations for the KMWG.
Provide surveys and interviews and analyze results to enable knowledge sharing within and outside the organization, and across vertical and horizontal structures.
Participate in meetings to ensure requirements and design concepts are met through governance and maintenance plans, custom workflows, and site themes; manage SharePoint content and migrate content from shared drives and other repositories.
Implement KM practices by leveraging SharePoint as enabling technology where applicable.
Offer formats and recommendations for managing and using SharePoint based on prioritized KMWG recommendations to facilitate knowledge sharing.
Provide status updates to the client, including planned versus actual task progress, schedule status, surveys/interviews conducted, meetings attended, issues, and recommendations; identify planned versus actual tasks completed within the preceding week.
Provide CI Operations Trends and Strategic Communications support, including review of operations files, analysis exchange, operational data queries, and collation of data on operational activity (including dossiers on numerous operations) to identify leads, gaps, vulnerabilities, and trends.
Qualifications
Minimum education and experience:
High School Diploma: 20 years of relevant experience, with at least a portion in the last 2 years.
Associates Degree: 16 years of relevant experience, with at least a portion in the last 2 years.
Bachelor's Degree: 14 years of relevant experience, with at least a portion in the last 2 years.
Master’s Degree or higher: 12 years of relevant experience, with at least a portion in the last 2 years.
Must have Security+ certification and have completed a Site Collection Administration training course equivalent to Microsoft MS55033.
