Business Systems Analyst - IT Cost Recovery Specialist (Telecom) at City of Richmond, Virginia. This role oversees the billing processes for telecommunications services, analyzes invoice data from providers, and uses that data to calculate internal chargebacks and cost allocations. The ideal candidate has strong analytical skills, attention to detail, proficiency in billing systems, and effective communication with employees and vendors. Responsibilities

Analyze invoice data received from telecom suppliers to identify discrepancies, overcharges, or billing errors. Develop and maintain documentation of billing discrepancies and recovery activities for audit and reporting purposes. Work closely with telecom suppliers to resolve billing issues and negotiate credits or refunds when necessary. Utilize billing software and tools to process and reconcile telecom invoices accurately. Generate cost recovery (chargeback) data in a timely and accurate fashion. Collaborate with accounts payable and accounts receivable to gather information for billing recovery processes. Monitor billing cycles and deadlines to prioritize and address billing discrepancies promptly. Identify opportunities for process improvements to streamline billing and recovery operations. Stay informed about industry regulations and best practices related to telecom billing and recovery processes. Provide support during audits and investigations related to billing recovery, maintaining compliance with regulatory requirements. Review and analyze complex telecom bills to ensure adherence to contracted rates. Audit data invoices for past due balances, late fees, and unnecessary charges; coordinate research and dispute resolution. Work through appropriate contract, IT and accounts payable processes to resolve outstanding questions on charges and prepare invoices for approval and payment. Assist with setup and maintenance of services, subscribers, vendors, and vendor contracts in a cloud-based software system; assist with user setup and removal from the telecom software. Qualifications

Bachelor's Degree in information technology, accounting, business, or related field. One year of business systems analysis experience. An equivalent combination of training and experience may be used to meet the minimum qualifications. Knowledge, Skills, and Abilities

Knowledge of financial reporting, fixed assets, payroll, information technology databases, revenue reporting, etc. Proficiency with Microsoft Office Suite and electronic databases/software such as Oracle, MUNIS, RAPIDS, Adobe Acrobat, etc. Ability to use multiple reporting platforms and perform process improvement and project management tasks. Strong analytical, communication, and documentation skills; ability to work with telecom billing data and configurations. Ability to manage projects, train others, and provide customer service in a professional manner. Preferred Experience

Previous experience in telecommunications billing and recovery. Proficiency in billing software and Microsoft Office Suite. Experience with Calero/Pinnacle or similar IT telecom software is a plus. Licensing and Certifications
