Overview

The NYC Department of Environmental Protection (DEP) seeks to hire an Administrative Staff Analyst (NM) to serve as a Training Specialist for the Environmental Health & Safety (EHS) directorate. The position is located upstate in Valhalla, NY or Kingston, NY. Under the direction of the EHS Program Manager, the selected candidate will provide training and technical support relating to environmental health and safety to BEDC project management staff, as required by applicable laws, regulations, and Agency/Bureau policies, programs, and requirements. The role includes preparing, updating, and maintaining training courses and content based on the Bureau’s EHS programs and training objectives and goals. The incumbent will travel to project sites, field offices, and other DEP facilities to provide training to all Bureau project management staff and project staff, and will continually update training documents and program elements as laws and regulations are revised by Federal, State, and Local agencies. The role also involves working with EHS staff and project management personnel to ensure projects comply with Agency and Bureau policies and procedures related to training, maintaining related training records, and providing reports to senior leadership as required. Responsibilities

Provide training and technical support related to environmental health and safety to BEDC project management staff. Prepare, update, and maintain training courses and content based on EHS programs and objectives. Travel to project sites, field offices, and DEP facilities to deliver training to Bureau staff and project staff. Continuously update training documents and program elements as laws and regulations are revised. Collaborate with EHS staff and project management to ensure compliance with training-related policies and procedures. Maintain all related training records and provide reports to senior leadership as required. Preferred Skills

Occupational Safety & Health, Industrial Hygiene, or Health Sciences degree OSHA Outreach Instructor for Construction and General Industry standards OSHA-30 Hour Construction, and General Industry trainings Knowledge and experience in OSHA, NYSDOL, NYSDEC, USEPA, NYCDOB, FDNY and related EHS rules, laws and regulations Certification as an Instructional Trainer (CIT) or similar Experience working in or with ISO-type EHS Management Systems Familiarity with ANSI Z490 Experience in technical report development and presentation Microsoft Office Suite proficiency (Word, Excel, PowerPoint, etc.) Strong written and verbal communications Valid New York State Driver’s License Additional Information

1. A master’s degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: budget or fiscal management, economic or financial administration, or related areas; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, job classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, or social services program planning/evaluation. 18 months of this experience must have been in executive, managerial, administrative or supervisory capacity. Supervisory experience must include supervising staff performing professional work. 2. A baccalaureate degree and four years of professional experience in the areas described in (1), including 18 months of executive, managerial, administrative or supervisory experience.
