The NYC Department of Environmental Protection (DEP) protects public health and the environment for all New Yorkers by delivering high-quality drinking water, managing wastewater and stormwater, and reducing pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees and a water supply system spanning 19 reservoirs and 3 controlled lakes within a 2,000 square mile watershed. The Bureau of Engineering Design & Construction (BEDC) manages a portfolio of capital projects valued at $35B, with an additional $13.6B projected over the next 10-year plan. BEDC’s Wastewater Capital Program (WWCP) oversees design and construction for projects on behalf of the Bureau of Wastewater Treatment (BWT) and the Bureau of Water Supply (BWS). Responsibilities

Serve as Administrative Project Manager Level M2 and Accountable Manager (AM) for the Wastewater Capital Program (WWCP). Oversee and support design and construction of WWCP projects, including WRRF upgrades, CSO abatement projects, and pump station rehabilitation, across the city and watershed region. Direct planning, design, and construction of major capital projects to meet wastewater treatment requirements into the future. Prepare, negotiate, and process modifications to Consultant Contract scope, cost, and schedule to ensure successful project completion. Provide day-to-day guidance, evaluate staff, approve time and leave, and determine staffing needs for program implementation. Ensure Environmental Health & Safety is integrated throughout the project lifecycle and emphasize client service to operating bureaus. Coordinate with bureau support divisions (Schedule & Cost, Permits, Sustainability, Contracts, etc.) and monitor project controls and performance metrics (Scope, Schedule, Budget). Facilitate seamless communication with Agency Bureaus, City/State agencies, and key stakeholders; manage risk and issues resolution to keep projects on track. Qualifications

A baccalaureate degree in engineering, engineering technology, architecture, construction management, urban planning, public administration, or related field, and five years of full-time experience in planning/administering or expediting engineering design/construction of a large project (two years in a supervisory capacity); or A four-year high school diploma and nine years of relevant experience, with two years in a supervisory capacity; or Education/experience equivalent to the above, with applicable credits for college-level coursework, Master's degree, JD, or professional license (PE/RA/LA) as applicable, plus two years supervisory experience.
