It is an opportunity to be a strategic guardian of public trust, leading the financial operations that directly support the mission of one of Nevada's most critical first-response agencies: the Truckee Meadows Fire Protection District (TMFPD).

The Impact: Translating Dollars into Direct Community Safety

Fiscal Transparency and Trust:

Ensure transparency and accountability in the management of taxpayer funds, upholding the highest standards of GASB compliance and public confidence.

Protecting the Protectors:

Manage the District's financial policies to create reserves to safeguard the organization from unforeseen fiscal threats.

Long-Range Readiness:

Directly oversee long-term capital forecasting to ensure the timely funding and construction of new fire stations and the procurement of state-of-the-art emergency apparatus.

Strategic Responsibilities: Beyond the Ledger Reporting directly to the Fire Chief, the Chief Fiscal Officer provides executive-level direction and leadership for the District's entire financial vision. This role requires a leader who is comfortable leveraging finance as a tool for strategic governance and operational enhancement.

Fiscal Operations Oversight:

Direct, manage, and oversee the staff and functions of the finance division, including accounting, budgeting, procurement, accounts payable, accounts receivable, and payroll. Manage the District's OPEB Board representation and ensure seamless PERS reporting.

Statutory Budget Leadership:

Direct the comprehensive development and management of the District's annual budget, ensuring strict compliance with Nevada Revised Statutes.

Annual Fiscal Reporting:

Prepare all financial statements in accordance with GASB requirements. Coordinate the annual audit with independent auditors.

Executive Advisory:

Serve as the Fire Chief’s chief fiscal advisor, providing clear and concise explanations of complex fiscal data to the executive team and governing boards in a manner that is easy to understand. Represent the District in various matters, including participation in labor negotiations.

Public Finance:

Coordinate and manage the issuance of public debt and bonds to fund critical infrastructure projects. Monitor debt covenants and lead the annual update of the debt management policy.

Work Location: This is a full-time, in-office position located in Reno, Nevada. Remote work options are not available for this essential executive function.

Experience & Education Required:

Bachelor’s degree from an accredited university in Accounting, Finance, Public Administration, or a closely related field.

Technical Acumen Public Sector Expertise:

Demonstrated, progressively responsible experience (a minimum of five years full-time) in professional accounting, fiscal management, auditing, and purchasing in a governmental environment.

Preferred:

Experience managing a full finance division, preparing governmental budgets in compliance with Nevada Revised Statutes, and preparing financial statements in accordance with GASB.

Certified Public Accountant (CPA) or Certified Government Financial Manager (CGFM) or Certified Public Finance Officer (CPFO).
