The New York City Department of Housing Preservation and Development (HPD) is the nation’s largest municipal housing preservation and development agency. HPD works to reduce administrative and regulatory barriers and invests to tackle New York City’s housing crisis, addressing homelessness and housing instability, promoting economic stability and mobility, increasing homeownership opportunities, improving health and safety, and increasing opportunities for equitable growth. The Office of Housing Access and Stability (HAS) coordinates policies, resources, and services to ensure fair, efficient, and transparent access to affordable housing. HAS provides subsidies, placement services, and tools to connect New Yorkers to affordable housing and supports vulnerable households in subsidized housing to be safely housed. HAS aims to expand housing choices and to stabilize the financial health of buildings. Your Team and Your Impact

The Division of Program Policy and Innovation (DPPI) supports HAS by coordinating policy development, implementing new rules and regulations, monitoring program integrity and compliance, and managing contracts for project-based rental assistance. The Risk Management Specialist in the Regulatory Compliance Unit ensures federal and local rules are implemented and provides remediation opportunities when needed. Your Role The Risk Management Specialist will identify and address potential risk for fraud. The specialist will review cases of under-reported income and cases referred by the Housing Access and Stability team, identify discrepancies between third-party systems and participant self-reports, and determine necessary steps to reconcile differences. The team aims to streamline operations and prevent program abuse, noncompliance, and willful violations of HPD\'s Section 8 program rules. Responsibilities

Review participant, applicant and owner-provided documents, compare them to data in third-party systems to identify discrepancies and resolve them Conduct meetings with participants in the discrepancy resolution process using established protocol to provide opportunities for participant engagement before making a final recommendation Research system-generated reports to proactively identify risk and complete appropriate follow-up actions Make recommendations for moving forward with assistance, entering into repayment agreements, or subsidy denial/termination based on research with participants Interpret tax documents and assets and the income generated from them as necessary Use available tools to calculate overpayments and determine appropriate next steps when discrepancies are found Collaborate with units across the Division to ensure Section 8 voucher recipients are truly eligible for assistance Necessary Skills

Strong presentation and interpersonal communication skills Comfort with technology, including Microsoft Office (Word, Excel, Access, PowerPoint) Knowledge of Section 8 and other rental subsidies, and federal, state, and local housing laws and regulations Collaborative and creative orientation for program design and change management Strong research, analytical and organizational skills Attention to detail and ability to follow through on outstanding communication and actions Minimum Qualifications

High school graduation or equivalent and three years of experience in community work or related duties; or Education and/or experience equivalent to the above Additional Information
