What You Will Do At Independent Software , resilient and high-performance networks are essential to mission success. As a Level 3 Network Engineer, you will oversee the design, implementation, and optimization of complex IT network systems spanning LAN, CAN, WAN, voice, and video infrastructures. You will translate operational requirements into technical solutions, perform engineering assessments to guide modernization, and deliver robust, scalable network architectures that support both current and evolving mission needs.

Key Responsibilities

Lead the network lifecycle from design through implementation, maintenance, and upgrades

Analyze network designs, specifications, and related documentation

Administer LAN, CAN, and WAN environments and schedule network cutovers

Coordinate with users and sites to resolve network-related incidents

Translate business needs into network and telecommunications requirements

Analyze telecommunications alternatives for modernization projects

Support end users and operations teams with network interface challenges

Optimize end-to-end network performance and data flow

Use performance monitoring tools and conduct data captures

Minimize latency and maximize throughput through architectural analysis

Provide input to organizational network and mission architecture design

Design, integrate, configure, deploy, and maintain network devices and interfaces

Implement network services: load balancing, VPNs, traffic shaping, VoIP, GRE, IPSec, MoIP, NAT

Maintain accurate network diagrams and support accreditation efforts

Oversee network equipment operations and provide team guidance

Integrate hardware and software to comply with ISO 9000 and government regulatory standards

Resolve complex issues using network analyzers, test equipment, and simulators

Design models for traditional circuit-switched networks

Lead large-scale installation projects and dynamic network efforts

Develop algorithms underpinning network and telecommunications technologies

Required Skills and Qualifications

Expertise in advanced network engineering, including performance tuning and architecture planning

Strong analytical skills and hands-on experience with network sensing tools and traffic analysis

Proven ability to lead and mentor junior engineers through substantial technical programs

Excellent verbal and written communication skills for drafting technical briefs and collaborating with stakeholders

Education and Experience

Master’s degree in Computer Science, Information Assurance, or related field plus 10 years of relevant professional network engineering experience OR

Bachelor’s degree in Engineering or related field plus 12 years of relevant experience

Substitution Options: 15 years of experience (in lieu of degree) for a Bachelor’s level or 20 years of experience (in lieu of degree) for a Master’s level

Certifications

IAT Level III certification required

Strong Cisco credential required (one of the following): CCNA, CCNP, or CCIE

Clearance Requirement

Must possess an active TS/SCI with appropriate Polygraph to be considered for this role
