General Definition of Work

Performs works responsible for supervising and managing the operations of Parks and Recreation facilities and programs. Essential Functions

Oversees and monitors the work of subordinate staff in the areas of full and part-time staff onboarding, training and development. Ensures personnel manuals and policies are up to date and policies are being enforced appropriately and consistently. Performs facility and operations management of Parks and Recreation indoor and outdoor facilities including scheduling, training staff, facility maintenance and operations. Develops and administers budgets for Parks and Recreation Divisions, oversees equipment and project bidding as well as evaluating and purchasing. Plans and oversees the development of capital improvement projects that range in scope from minor to major facility projects. Oversees administrative projects assigned by the Department Director and other city officials to include coordinating resources, managing time lines and providing detailed follow-up. Prepares reports and coordinates projects for Advisory Board, sub-committees, sport leagues and community groups. Plans, develops and recommends long-range plans for facilities, programs and the department in general. Reviews, revises and recommends facility and department benchmarks and best practices for facility operations, customer service, staff development and program design and management. Oversees concession management at multiple facilities. Establishes revenue and expense goals and ensures inventory management for optimal cost control and recovery. Ensures the quality and safety of all adult and youth recreational programs and services. Responds to after-hours call as needed. (On 24 hour call). Performs other related duties as assigned. Minimum Qualifications

Knowledge and level of competency commonly associated with the completion of a Baccalaureate degree in recreation or related field. Experience sufficient to thoroughly understand the diverse objectives and functions of the divisions/department in order to direct and coordinate work within the division/department, usually interpreted to require one to three years of related administrative experience. Possession of or ability to readily obtain a valid driver’s license for the type of vehicle or equipment operated. Salary per year $69,903, plus a generous benefit package. Bi-weekly pay periods. Twelve paid holidays per year. 96 hours of vacation – accrued throughout the year. 96 hours of sick leave – accrued throughout the year. 2 days of personal leave per fiscal year. Must be employed at the beginning of the fiscal year to receive. City paid monthly premiums for health and dental insurance – Employee only. City paid monthly life insurance for employee only (1 times annual salary up to $50,000). Optional group term life insurance purchased at employee’s expense. Optional vision insurance purchased at employee’s expense. Voluntary deferred compensation plan – not matched by the City. Retirement (LAGERS) paid by the City.

Missouri LAGERS – A Secure Retirement for All (molagers.org). Total compensation value (Salary plus benefits value) for this position is $98,170 yearly. Before final appointment, successful applicant will be required to successfully complete a drug test, background investigation and pre-employment physical.
