The Construction Site Safety and Health Officer is responsible for overseeing safety protocols and ensuring that all construction activities meet the required quality standards on a federal construction project. The role involves implementing safety programs, conducting inspections and ensuring that all construction activities adhere to federal, state and local laws and guidelines. The Site Safety and Health Officer also ensures that the work meets the project specifications, standards and requirements as outlined in the contract documents. Key Responsibilities

Attend strategic planning sessions, pre-work meetings, and periodic in-progress meetings. Implement and enforce accepted APPS and AHA. Develop, implement and manage safety plans in compliance with federal OSHA guidelines and other relevant federal regulations. Conduct regular site inspections to ensure safety measures are in place and effective, including identifying and rectifying safety hazards. Conduct mishap investigations and complete required reports; report injuries to HR. Provide safety orientation and ongoing safety training for site personnel. Ensure workers are aware of safety procedures, including the use of PPE. Investigate accidents, near-misses and safety incidents, including reporting such incidents to federal authorities as required. Ensure corrective actions are taken to prevent future incidents. Maintain safety logs, tracking logs, Safety Data Sheets (SDS) accident reports and inspection records in compliance with federal and project-specific requirements. Develop and implement emergency response plans. Lead site emergency drills and coordinate with emergency services when necessary. Maintain a weekly list of high hazard activities involving energy, equipment, excavation, entry into confined spaces, elevation, etc. Federal Compliance

Adherence to Federal Standards: Ensure all construction activities comply with federal guidelines, including OSHA, EPA and other relevant agencies. Implement and administer the Contractor's safety program and Government-accepted Accident Prevention Plan. Prepare and submit required safety and quality documentation to federal agencies overseeing the project, including periodic compliance reports. Labor Compliance: Ensure compliance with the Davis-Bacon Act and other labor-related federal guidelines, including proper documentation of employee wages and benefits. Job Qualifications

Bachelor's degree in construction management, engineering, occupational health and safety or a related field is preferred. Equivalent work experience may be considered. Must be either a citizen of the U.S. or a non-U.S. citizen who has been lawfully admitted for permanent residence as evidenced by a Permanent Resident Card (USCIS I-551). Must have required training & experience in accordance with EM 385-1-1 Section 01.A.17 and all associated sub-paragraphs. Certifications: OSHA 30-hour Construction Safety certification, required. Certified Safety Professional (CSP), Occupational Health & Safety Technologist (OHST) or similar, preferred. Quality Control certification, such as Certified Quality Manager (CQM) by the Construction Quality Management (CQM) programs for contractors, preferred. Ability to successfully pass and remain in compliance with required background checks from Tribal 1 and any required federal government background checks. Must pass drug screen and remain in compliance with drug free workplace policies. Valid driver's license. Skills / Requirements

Minimum of five (5) years of experience in construction safety and quality control, preferably on federal construction projects; including supervising and managing general construction. Familiarity with federal contracting regulations (FAR) and federal safety/quality standards. Strong understanding of federal, state, and local safety regulations. Knowledge of construction processes, materials, and methods. Ability to read and interpret construction drawings and specifications. Excellent problem-solving and critical thinking skills. Strong organizational and documentation skills. Proficient in safety and quality control software/tools. Understanding of FAR and DFAR. Competent with MS Office products (Outlook, Excel, Word, PowerPoint). Primarily on-site, with some office work for documentation. May require working in various weather conditions. Ability to lift 50 pounds, stand or sit for long periods, access roofs, crawl spaces and all construction areas. Must be available for emergency calls and site visits after hours or weekends, if needed. Salary
