Description Are you searching for a security professional position as a leader of security staff engaged in activities designed to meet and maintain Department of Defense (DoD) Special Access Program (SAP) security compliance expectations?

If so, we’re looking for a security professional leader like you to join our program security support team at APL. As the Program Security Section Supervisor for ZPP-004, your responsibilities include serving as the Senior Contractor Program Security Officer (SCPSO) for selected program security-related information (SAP) programs under the DoD and other activities; protecting security-sensitive information, technology, and activities; providing section supervision of the staff performing functions such as risk management protection. You will supervise, train, develop, and mentor team members, make improvements where necessary, and provide metrics lab-wide to assist with planning and staffing for new programs and other objectives.

Responsibilities

Serve as a Senior Contractor Program Security Officer for a portfolio of selected special programs requiring protection of security-sensitive information, technology, and activities; provide section line supervision of staff and manage risk to support highly classified programs.

Be responsible for the security of special programs; maintain a complete understanding of the program’s operational and/or RDT&E activities to ensure compliance with applicable security standards.

Serve as a subject matter expert on sponsors’ special program security requirements; write security plans and procedures; establish and administer special program security provisions in subcontracts; identify and resolve problems and manage change.

Anticipate regulatory and compliance issues to resolve issues securely; assist program managers in interpreting, applying, and complying with Security Classification Guides; ensure SCI infrastructure and information systems comply with contract requirements by working with the Information Assurance Manager (IAM).

Provide line supervision of the Section; mentor staff growth through performance reviews and ensure work assignments align with staff development plans; participate in staffing activities including requisitions and hiring; manage resource allocations and planning.

Represent the Lab in liaison with sponsors and subcontractors; advise management on risks and tradeoffs impacting project success.

Qualifications You meet our minimum qualifications for the job if you have:

A Bachelor’s Degree in business, technical writing, information technology, or a security-related field. Any combination of equivalent education and related experience may substitute for degree requirements.

Five or more (5+) years of professional program security experience as a CPSO, SSR, PSO, GSSO, or similar role with understanding of security principles and federal guidelines.

Proven ability to lead staff, solve complex problems, mentor, develop future leaders, and build strong relationships across organizational boundaries.

In-depth understanding of advanced security principles, including Intelligence Community Directives and DoD 5205.07 VI-IV.

Excellent organizational and communication skills, strong leadership, and the ability to develop and implement security policies and plans within a risk management framework.

Active Top Secret security clearance with potential to obtain TS/SCI; eligibility for access to classified information; U.S. citizenship required.

Preferred

A Master’s Degree in security-related, managerial, or business discipline.

Three or more years of demonstrated supervisory experience, especially in a matrixed organization.

Legal and compensation information The referenced pay range is based on JHU APL’s good faith belief at the time of posting. Actual compensation may vary based on factors such as location, experience, and skill level. For salaried employees, a prorated annual salary may apply for less than 40 hours per week. Additional compensation may include bonuses, sign-on, relocation benefits, locality allowances, or discretionary payments.
