Research, compile, analyze, and provide support for regulatory filings related to new and emerging technologies. Support the development of innovative regulatory recovery strategies and new pricing mechanisms (including for large customer rate determinations and new customer options). Utilize quality assurance/peer reviews, provide documentation and analysis of rate issues, consult with other organizations within the Company, and support rate case and policy development as directed by management. Job Duties/Responsibilities
Consult collaboratively with jurisdictional Regulatory Affairs and other internal teams to support emerging technology-related rulemakings and growth-related efforts through the development of regulatory recovery strategy models, pricing of new customer options, RIM tests, large customer pricing models, and other analysis to determine optimal regulatory strategies and to support successful regulatory reviews and approvals. Research regulatory and policy implications, assist with development of points of view, prepare summaries of other utility regulatory filings and proceedings, and perform analysis on emerging issues (e.g., hyperscale customer developments, grid modernization, new and emerging technologies and related products, services, and utility offerings). Emerging technologies include customer product and service offerings, smart grid, energy efficiency/demand-side management (DSM), renewable energy and related concepts, distributed energy resources (DERs), electric vehicles and charging infrastructure, micro-grids. Develop subject matter expertise on assigned regulatory issues to serve as a consultant to internal customers. Perform research and analysis to evaluate potential rate design solutions to address emerging and changing market conditions (large customer additions, DSM, MISO, and other changes) and/or customer issues. Provide detailed analysis and review of rate filing documents developed to support Operating Company requests regarding new and emerging technologies and new products, services, and utility offerings, including related work papers and supporting schedules. Document and assist in the interpretation of regulatory order filing requirements. Perform quantitative analysis of Entergy rate schedules to evaluate customer bill impacts for multiple customer classes, including residential and large industrials. Prepare, understand, and review tariffs and tariff calculations that recover utility costs (e.g., non-fuel, energy efficiency, environmental, and new product offerings). Provide support to other Regulatory Services teams for the accurate and efficient preparation of regulatory filings, including proforma adjustments, cost of service allocations, and rates that provide for reasonable recovery of the cost to serve in a manner equitable to customers while recognizing corporate financial stability. Perform peer reviews for new tariffs, regulatory recovery models, rate cases, development of special riders, and other filings for accuracy, completeness, and compliance with applicable jurisdictional rules. Proactively follow industry trends and developments and support weekly and quarterly communications. Prepare professionally written summaries, reports, and presentations on researched findings and analyses using structured content and appropriate charts, tables, and visual aids. Complete other ad hoc analysis as needed. Preferred Experience and Requirements
Candidate will have broad knowledge of and recent experience in one or more of the following areas: Utility operations, analytical methods, and techniques used in revenue requirement, allocations, and cost of service; Rate design techniques, bill frequency, and bill impact analysis; Electric usage characteristics and parameters that affect the utility’s operation; Business requirements of internal departments concerned with customer data, such as Utility Pricing & Analysis, Regulatory Strategy, Regulatory Affairs, System Planning, Finance, Accounting, and requirements of external regulatory agencies. Minimum Requirements
Education Bachelor’s degree in Math, Accounting, Finance, Economics, or equivalent work experience. MBA or master’s degree in a relevant field preferred.
