Procurement Analyst 1, 2 or 3
LSU Health New Orleans Division of Purchasing is seeking motivated individuals for the title of Procurement Analyst 1, 2 or 3. This position is included in a Career Progression Group. As part of a Career Progression Group, vacancies may be filled from this recruitment as an (Procurement Analyst 1, 2 or 3) depending on the level of experience of the selected applicant(s). Please refer to the ‘Job Specifications’ tab located at the top of the LA Careers ‘Current Job Opportunities’ page of the Civil Service website for specific information on salary ranges, minimum qualifications and job concepts for each level. Rate of pay starts at $16.86 for a PA 1, $18.04 for a PA 2 and $20.65 for a PA 3, rates may be adjusted dependent upon applicants’ qualifications.

Duties and Responsibilities
Applies the Procurement Code in order to perform the full range of professional procurement activities for LSUHSC New Orleans. Determines the appropriate method of procurement in accordance with state laws and regulations.
Procures through proper specification development, solicitation, evaluation of bids, vendor selection, and award to the lowest responsible and responsive vendor whose bid meets the requirements and criteria set forth in the solicitation.
Corresponds with vendor and LSUHSC New Orleans staff.
Consolidates purchases of common items to obtain maximum economic benefit for the entire agency.
Provides guidance to LSUHSC personnel and suppliers on the procurement code, as well as applicable policies and procedures relative to the appropriate method of procurement for the goods and/or services to be purchased.
Maintains records of procurement transactions and qualified vendors.
Seek out the most aggressive discounting possible (including any applicable contacts that are available for use by the LSUHSC and/or negotiate all allowable non-competitive purchases to ensure that the best value is obtained for the university and the State.

This is a Civil Service Position. Civil Service Office Support Exam 8500 is no longer required.

Experience and Education Three years of experience in procurement, contracts or grants management, financial management, accounting, or auditing; or Six years of full-time work experience in any field; or A bachelor’s degree. EXPERIENCE SUBSTITUTION: Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
