Science | Service | Sustainability Under general supervision, the
Risk Assessor
will serve as a subject‑matter expert on human health and ecological risk assessments for the Comprehensive Environmental Response Compensation Liability Act (CERCLA) program, which includes state and federal Superfund sites, brownfields sites, and activities conducted under the Federal Facilities Agreement (FFA) for Savannah River Site. Review and comment on human health and ecological risk assessments and associated supporting work plans and reports for the aforementioned programs. Provide expert advice to SCDES staff and the public regarding human health and ecological risk assessments. Remain up to date on the latest EPA risk assessment procedures.
Responsibilities
Review and evaluate for completeness human health and ecological Baseline Risk Assessments and risk assessment sampling portions of RI or RFI/RI Reports and FS or CMI/FS work plans and reports for compliance with CERCLA (or RCRA/CERCLA for FFA) regulatory requirements and guidance. Review risk information contained in Proposed Plans and Records of Decision.
Conduct site visits and assist in oversight of field activities as they relate to risk assessment sampling to assist with the development of sampling plans and ensure adherence to appropriate protocols and/or regulatory guidance. Participate in comment resolution and scoping meetings to ensure quality risk assessment documents.
Keep up to date on risk assessment procedures and issues by reviewing pertinent literature, participating in training opportunities, and actively participating in regional or national meetings concerning risk assessment.
Provide training and support to other staff on risk assessment procedures and issues. Provide assistance regarding risk assessment as needed to local officials, government personnel, industry representatives, consultants, and the public.
Assist section manager as needed with administrative, technical, and programmatic duties.
Qualifications
A high school diploma and five years of environmental health or related experience.
An associate degree in the natural or physical sciences or related technical field and three (3) years of environmental health or related experience.
A bachelor's degree in the natural or physical sciences or related technical field.
Additional Requirements
Must have a valid state driver's license and the ability to operate personal and state-owned vehicles.
Must have the ability to carry out complex calculations using Excel or other programs.
Must be able to express concisely and clearly technical issues in writing.
Ability to analyze data and results and provide feedback and conclusions.
Ability to establish and maintain collaborative working relationships with colleagues and the general public.
Ability to work independently and meet strict deadlines.
Strong research skills.
Ability to communicate effectively verbally and in writing and make presentations before a group.
Ability to obtain or maintain a DOE‑SRS access badge.
May require:
Daily travel throughout the state.
Occasional overnight travel.
Preferred Knowledge and Experience
Knowledge of South Carolina and federal environmental laws and regulations is preferred.
Experience in reviewing or conducting both human health and ecological risk assessments consistent with USEPA Risk Assessment Guidance for Superfund (RAGS) to characterize and quantify potential adverse health effects related to human and ecological exposure to environmental hazards.
Experience with environmental investigations to determine extent and severity of environmental impacts.
