Summary This position involves professional development and implementation work for the City of Charlotte Fire Department, as well as administrative support, complex clerical, administrative, and technical duties. The HR Specialist will provide administrative support to various members of Fire Administration, exercising independent judgment and initiative while reporting to the Human Resources Manager.

Major Duties and Responsibilities

Provide administrative support to HR Manager, HR Specialist Seniors, and HR Generalists.

Schedule interviews and set up interview panels.

Enter new hires into Workday and assist with onboarding.

Conduct applicant reference checks.

Oversee scheduling of polygraphs, physicals, uniform fittings, and conduct background checks.

Build and maintain applicant files, prepare new hire files, and manage employee documents.

Provide copies of employee files upon request.

Serve as administrative support for Civil Service documents.

Assist with candidate applications for civilian, sworn, and promotional candidates.

Serve as a proctor at written exams.

Assist with compiling data for Entry Level Fire Fighters and verify exam data.

Respond to candidate inquiries and verifications of employment.

Complete various city initiatives and special projects as assigned.

Knowledge, Skills & Abilities

Strong written and verbal communication skills.

Ability to prepare and present clear and concise correspondence and other written materials.

Ability to adhere to procedures and maintain strict confidentiality.

Computer literacy and proficiency with Microsoft Office (Excel, Word, Outlook, PowerPoint) and other HRMS systems.

Knowledge of record‑keeping procedures and records retention.

Effective communication with a diverse group of employees.

Teamwork and positive representation of the Charlotte Fire Department.

Preferred Qualifications

Recruiting experience with a concentration in Human Resources.

Associate degree and at least three years of related work experience.

Minimum Qualifications

High school graduate or equivalent and seven years of related work experience, OR

Two‑year college degree and five years of related work experience.

Conditions of Employment The City’s Background Check Policy requires background checks for all final internal or external candidates. The checks include reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry, and motor vehicle records check. All checks comply with federal and state statutes, including the Fair Credit Reporting Act, and require written authorization from the candidate.

Final candidates must pass a pre‑employment drug‑screening test and a physical examination. Candidates may be asked to take a skills test and/or participate in other assessments.
