The employee will be assigned to the Division of Water and Waste Management, Permitting / Stormwater section.

Duties include:

Review applications for stormwater permit coverage for highway projects, natural gas pipeline projects.

Review applications for land disturbance permits. This includes analyzing the Storm Water Pollution Prevention Plan, best management practices, engineering plans and other associated documents. Preparing technical corrections to request revisions or additional information as needed to meet compliance with the State’s requirements and guidelines.

Serve as an expert on erosion/sediment control and slope stability.

Represent the program at public hearings, assisting the Public Information Officer, receiving and reviewing public comments on proposed permits, and drafting responses for the Director’s consideration.

Testify on relevant subject matter before the Environmental Quality Board or other jurisdictions.

Plan, organize, and implement statewide programs in the area of assignment while staying current with federal and state regulations and updating the best management practices manual.

Provide technical assistance to municipalities with separate storm sewer systems and support small municipalities by reviewing proposed drainage plans.

Participate in technical audits of permit compliance and provide support for permits under review in coordination with Environmental Enforcement Inspectors as requested.

Conduct pre-application meetings with companies interested in obtaining permits for pipeline installation.

Perform other duties as assigned.

Notes:

Regular attendance is an essential part of this position.

Job Interest Card. Training: Bachelor's degree from an accredited college or university with a major in Engineering. OR Substitution: Bachelor's degree from an Accreditation Board for Engineering and Technology (ABET) accredited college or university with a major in Civil, Electrical, Electrical Design, Mechanical, Chemical or Mining Engineering Technology.

Special Requirement: A valid driver’s license is required.

NOTE: At the appointing agency’s discretion, competitive candidates may receive probationary appointment pending official verification of the qualifying degree. The qualifying degree must be verified before the employee may be certified permanent.
