Summary of Position:
Incumbent in this position administers, interprets, applies and enforces the Tribal Building Code in accordance with Mohegan Tribal Resolution #2005-18. Manages Building Department staff.
Conducts or oversees plan reviews for proposed new construction, renovation, repairs, demolition and requests for modification for conformance with the Tribal Building Code. Reviews retail tenant submittals for compliance with the Retail Tenant Design Criteria.
Issues permits and confirms proper licensure of all contractors.
Inspects or oversees the inspection of work in progress, ensuring that the proper materials are used as shown on the approved plans and specifications and that all work and materials are in conformance with the Tribal Building Code and industry standards.
Inspects or oversees final inspections and acceptances of all construction work on Tribal lands. Conducts or oversees on-site and off-site property inspections, ensuring compliance with applicable building codes and ordinances. Issues Certificates of Occupancy or other suitable acceptance documentation.
Issues notices of violations and stop work orders. Documents evidence and pursues problem resolution.
Reviews retail tenant submittals for compliance with the Retail Tenant Design Criteria.
Stays current with new construction methods, materials and technologies and submits proposed amendments to Tribal codes accordingly.
Provides direction for employees by supervising daily activities, providing performance feedback both formally and informally, interpreting and enforcing policies and procedures and communicating effectively.
Reviews proposed designs for Tribal construction projects for feasibility, functionality, program needs, overall design concepts and aesthetics.
Performs inspections and provides detailed reports for any outside property that may be purchased or owned by the Mohegan Tribe, as required.
Coordinates annual inspections of elevators and escalators with licensed third-party inspectors. Keeps accurate documentation of all inspections.
Provides direction for employees by supervising daily activities, providing performance feedback both informally and formally, interpreting and enforcing policies and procedures and communicating effectively.

Knowledge, Skills and Abilities:
Considerable knowledge of commercial construction materials and methods, state and local codes and applicable statutes, commercial and industrial mechanical installation methods and trade licensing provisions
Considerable knowledge of commercial construction management, especially of mixed use buildings involving assembly, mercantile and business occupancies, including significant experience in preconstruction planning, scheduling and logistic, municipal approvals and permitting, construction administration, project communications and document control, and the provisions of final acceptance
Considerable knowledge of the requirements of “threshold buildings” (as defined by code), in particular, high-rise and assembly uses in excess of 1000 occupants
Familiarity with state code modification procedures and existing precedents
Ability to effectively communicate and interface with Tribal and Casino staff,
A & E professionals, construction personnel, tenant representatives and the public
Ability to supervise staff
Education, Experience and Training:
Bachelor’s Degree and professional license in Engineering, Architecture or similar construction field
~OR~
High School Diploma or equivalent
Five (5) years’ experience in commercial construction management, specifically of mixed use buildings involving assembly, mercantile and business occupancies
Significant experience in preconstruction planning , scheduling and logistics, municipal approval and permitting, construction administration, the supervision of trades, project communications and document control, and the provisions of final acceptance
Six (6) years’ experience as a Building Official in the State of Connecticut

Eight (8) years’ experience as an Assistant Building Official
~And~
State of Connecticut Building Official license
Motor vehicle operator’s license from state of residence
