Position:
IT – DPH – System Software Programmer – Project Lead
Location:
100% Remote (United States, Eastern Standard Time)
Contract Length:
12 months with possibility for extension
Hours:
40 hours per week (flexible, may include weekends as needed)
Interview Process Initial Teams video interview with the top 3 candidates.
A second round is scheduled if needed.
Scope of the Project Assist current staff with backend processing and Electronic Laboratory Reporting (ELR) modernization projects. Responsibilities include requirement gathering, technical advice, time and effort estimation, documentation, and status reporting.
Daily Duties / Responsibilities
Work closely with the Systems Integration applications team and Public Health Deputy Area staff.
Research, design, and develop processes; create specifications; lead testing; perform code reviews; provide guidance; conduct meetings.
Design, configure, and convert existing processes, code, and functionality in the Rhapsody Environment.
Coordinate with IT Section Manager, Team Lead, contract and vendor staff.
Advise on code conversions, route and configuration changes, process improvements, and software maintenance.
Rewrite existing solutions to align with best practices and updated coding standards.
Specific Duties
Monitor routes and production processing using Rhapsody UI and other tools.
Automate daily maintenance processes.
Troubleshoot and resolve processing issues.
Reprocess errors while advising on monitoring practices and notifications.
Support Rhapsody upgrades and new environment configuration.
Ensure maximum system uptime for critical components.
Perform gap analysis, gather functional requirements, and design necessary processes.
Execute complex programming functions, including design architecture, configuration, coding, testing, and documentation.
Plan, organize, review, and implement project milestones to completion.
Create and update Rhapsody routes to handle new data elements and formats for upload to testing, lab, and surveillance systems.
Upgrade, modify, troubleshoot, review, and support disease surveillance interfaces such as eCR and ELR processes.
Modify routes that import eCR data using Conduent Maven System.
Assist with data migrations, test validation, and modernization of legacy systems into Rhapsody.
Perform and participate in code reviews; implement reviewed changes into production.
Mentor the technical team on advanced topics and best practices.
Assist with onboarding of providers and partners using Rhapsody-supported services (HL7, ELR, eCR, ETOR).
Prepare and maintain system documentation and architecture diagrams.
Rewrite processes to comply with agency security requirements and industry standards.
Qualifications
Rhapsody Integration Engine (v6+)
Symphonia Mapping Language (SML)
HL7 (v2.3.1‑2.5.1, ORU & ORM Message Types)
XML / XSD / XPATH
SQL (including advanced join statements)
Javascript (ECMA/e4x)
Web Services (SOAP)
Critical thinking and problem‑resolution skills
Experience with security and data classification related to CDC, HIPAA, CJIS, PHI, PII
Strong communication skills (verbal & written)
Preferred Qualifications
ECR / EICR / RR / CDA / CCDA
Windows Server OS administration
Large‑scale integration and design in healthcare environments
Public Health / Disease Surveillance Systems / LIMS experience
Large‑scale dataset manipulation / migration
LOINC / SNOMED
DevOps / JIRA
Software Development Life Cycle (SDLC)
Visio / Flow diagramming
Education Bachelor’s or Master’s Degree in a relevant field, or equivalent work experience.
Certifications Rhapsody Certification (Required – indicate level or N/A).
