This is a
backfill position
created to complete outstanding work items, support Lab and Disease Surveillance integration with a focus on
Electronic Case Reporting (eCR)
and
Electronic Laboratory Reporting (ELR)
, assist with
CDC Data Modernization initiatives , and provide customer support and guidance. The
System Software Programmer Project Lead
will support backend processing and modernization projects, focusing on data integration, automation, and transformation using
Rhapsody Integration Engine . The role involves system design, process improvement, testing, deployment, and ongoing maintenance of critical data exchange systems within a large-scale public health environment. Key Responsibilities
Lead analysis, design, and development of integration routes and processes in
Rhapsody (v6 ) .
Develop, automate, and optimize daily processing and maintenance workflows.
Perform troubleshooting, root cause analysis, and error resolution for data exchange processes.
Work with
HL7
,
XML
,
SOAP , and related data formats for interoperability.
Participate in code reviews and ensure solutions follow best practices and security standards.
Develop new and enhance existing Rhapsody routes to support new data exchange requirements (eCR, ELR, CDC).
Conduct system upgrades, configuration, and performance monitoring.
Collaborate with internal IT, vendors, and program teams on design and implementation.
Support modernization of legacy systems and conversion to Rhapsody-based architecture.
Mentor team members on integration design, coding, and troubleshooting best practices.
Prepare and maintain documentation, workflows, and system architecture diagrams.
Ensure compliance with HIPAA, PHI/PII, and data security regulations.
Support critical systems during regular and off-hours when required.
Required Skills

Symphonia Mapping Language (SML)
HL7 (v2.3.1 2.5.1; ORU & ORM message types)
XML / XSD / XPath
SQL (advanced joins and queries)
JavaScript (ECMA/E4X)
Web Services (SOAP)
Critical thinking and problem-solving skills
Knowledge of data security standards (CDC, HIPAA, CJIS, PHI, PII)
Strong verbal and written communication with technical and non-technical stakeholders
Preferred Skills
Experience with eCR / eICR / RR / CDA / CCDA
Windows Server OS Administration
Large-scale integration and data design in healthcare
Public Health, Disease Surveillance, or LIMS experience
Large dataset manipulation and migration
Familiarity with LOINC / SNOMED
DevOps / Jira experience
SDLC best practices
Visio or flow diagram design
Strong collaboration and relationship-building skills
Education & Certifications
Required:
Bachelor s or Master s degree in Computer Science, Information Systems, or related field (or equivalent experience).
Preferred:
Rhapsody Certification (specify level if applicable).

One initial round of interviews (phone, video, or in-person).

Additional Information
40 hours per week; occasional weekend work may be required (flexible scheduling allowed).
The consultant will support critical systems during business hours and off-hours when needed.
All source code, documentation, and deliverables produced under this contract become the sole property of the agency.
***Lumen and / or its clients will not provide equipment (Laptop, monitor, etc.) to the selected contractor. The contractor must have their own equipment.
