Overview
The Eugene Police Department is looking for an individual passionate about animal welfare and interested in law enforcement to fill an Animal Welfare Officer position. The Officer will respond to calls for service involving animal cruelty, neglect, abandonment, dangerous dogs, stray, sick or injured animals, and large animals, and will enforce the city's animal ordinances.
Additional duties include capturing and transporting animals to the shelter, assisting police on applicable calls, and providing education and outreach to the public.

Salary Range $24.99 - $31.90 hourly / $51,979.20 - $66,352.00 annually. Starting pay within the range is based on relevant education and experience.

Work Location 300 Country Club Rd., Eugene, OR 97401. Must reside in Oregon and be able to report onsite in Eugene, OR.
Work Schedule The position currently works a 4/10 schedule (four ten‑hour shifts weekly). Schedule may include weekends and holidays and can be modified to a 5/8 shift or other schedule complementary to Patrol.

Responsibilities
Patrols the city for compliance with animal ordinances and responds to calls for service involving animal cruelty, neglect, dangerous dogs, lost, stray, sick and injured animals, and barking dogs.
Captures stray, vicious, injured or sick animals; returns animals to owners if possible or transports animals for impound to the shelter.
Works closely with partner agencies contracted to operate the shelter and provide medical care to the animals under the city's care.
Promotes compliance with city dog licensing requirements through education and enforcement.
Answers inquiries and educates the public on city ordinances and provides general pet care and responsible pet ownership information.
Handles animals of varying sizes and temperament professionally and humanely.
Investigates and cites for violations and criminal offenses of animal ordinances, including interview witnesses, take statements, photographs, and seize animals; prepares court cases and prosecutes violations; participates in court preparation and testifies in municipal and circuit court.
Writes reports and maintains investigative records and evidence per department policy.
Collaborates with sworn personnel on investigations into animal crimes and assists in impounding pets when owners are deceased, arrested, or in medical emergency.
Prepares and presents animal welfare presentations to schools, clubs, agencies, media and the general public.
Assists and coordinates with other City departments, law enforcement agencies and private organizations on animal‑related special assignments and enforcement of the law; promotes a respectful workplace for diversity.
Performs other duties as assigned.
Minimum Qualifications
One year of full‑time experience related to animal welfare and/or law enforcement. Volunteer experience may be used if combined with at least one additional year of paid public contact or customer service experience.
High School diploma or G.E.D. equivalent.
Must pass a police background investigation, a physical assessment, drug test, and hold a valid Oregon driver’s license (or obtain one within 30 days of becoming domiciled).
Possession of Level 1 and Level 2 training and certification by the National Animal Control Association within two years of appointment.
Qualified for bilingual pay benefit (up to 5% of base salary) if fluent in a required language and passing the cognitive exam.
