Job Summary Under direction, the Senior Accounting/Payroll Specialist will perform highly responsible and complex paraprofessional fiscal support functions related to centralized accounts payable or receivable, payroll or pension processing, verification, documentation and authorization for represented and non‑represented employees, as assigned.
Responsibilities
Oversee or engage in automated and manual review, reconciliation and issuance of diverse or intricate batch and individual payments, billings, collections, deposits, transfers, restitutions and adjustments.
Check records and forms to ensure validity of initial identification, transaction codes, and debits/credits; finalize postings to official city journals; authorize payment and receipt of funds.
Perform and verify calculations, including pro‑ratings, effect on general ledger balances and budget appropriations.
Investigate and resolve discrepancies, complaints and procedural problems related to payroll, benefits, garnishments, taxes, allowances, etc.
Develop and maintain master spreadsheets to track budget or other financial activity; generate periodic and special summary and analytical accounting or statistical reports to management or regulatory agencies.
Set up, cancel, open and close accounts each cycle; compare and balance accounting cycle totals; initiate retroactive corrections.
Print, void checks, advices, invoices and vouchers; send and receive wire transmittals.
Prepare correspondence and counsel employees, retirees, beneficiaries, vendors, businesses and citizens on payroll or accounting activities.
Monitor payroll preparation and processing for sick leave, FMLA, vacation, etc.; supervise payroll clerks; participate in database maintenance and system updates.
Serve as lead worker for selected employees; assign, schedule, guide work; appraise performance; provide training and development; enforce personnel rules.
Qualifications
Education: High School diploma, GED, or higher.
Experience: Six (6) years of budget, accounting, or payroll support experience.
Licenses/Certificates: None.
Knowledge of federal and state payroll, benefits, tax withholding, garnishment procedures.
Proficiency with accounting/pricing systems, spreadsheets, and reporting tools.
Strong analytical, problem‑solving and communication skills.
