Requirements
Education: Bachelor’s Degree or higher in Public or Business Administration, Planning, Political Science, Social or Behavioral Sciences, or a related field.
Experience: Minimum four (4) years of professional experience in areas such as complaint investigation and resolution, process improvement, public policy research, project development, organizational initiatives, public information/communications, policy analysis, innovation, or project management.
Licenses: Valid Texas Class “C” Driver’s License or equivalent from another state.
General Purpose Under general direction, develop, coordinate, and implement citywide initiatives that strengthen community experience, innovation, and policy alignment for the City of El Paso.
Typical Duties
Integrate process improvement, community-driven innovation, public policy research, and facilitation between the City Council, community members, and City Departments.
Ensure programs, projects, and key services are intuitive, accessible, and responsive to the needs of residents, businesses, and stakeholders.
Lead special projects and initiatives as directed by leadership.
Prepare reports, recommendations, and presentations on outcomes, progress, and policy or program changes.
Facilitate and design workshops and engagement sessions that unite Council Representatives, residents, and staff to shape service improvements.
Lead organizational change management initiatives to support the adoption of innovative solutions across departments.
Develop, implement, and monitor citywide initiatives and design roadmaps.
Manage process improvements tailored to community and workforce needs.
Serve as liaison between the City Council, community members, and operational units.
Coordinate public information regarding City operations to ensure transparency and accessibility.
Lead resolution of complaints or disputes related to operational procedures and key service quality indicators.
Supervise assigned staff: schedule, assign, instruct, guide, and check work; appraise employee performance; provide training and development; enforce personnel rules and regulations; counsel, motivate, and maintain harmony; interview applicants and manage hiring and staffing changes.
General Information Qualified applicants should ensure documentation of foreign diplomas, transcripts, and degrees is translated and evaluated by an agency of the National Association of Credential Evaluation Services (NACES) before submission.
