Administer the Capital Improvement Projects (CIP) program. Technical engineering work managing Public Works Engineering projects in the field of design, right-of-way acquisition, support, and construction engineering support. Oversees County consultants in the accomplishment of their tasks.

Salary will be determined depending on qualifications of candidates who exceed the minimum requirements as outlined within the job description.

Additional compensation based on licensure.

Organizes, directs, and oversees work activities related to project management, engineering design, and production for County Public Works Engineering projects and the CIP Program.

Conducts meetings with County and consultant project managers to update project schedules and review the overall status of the CIP program.

Acquire, manage, and administer grants within the Engineering Division, specifically from the Hazard Mitigation Grant Program (HMGP), Resilient Florida Program, Federal Emergency Management Agency (FEMA), and Florida Highway Administration (FHWA). This position will collaborate closely with the Grants Management Team along with the Local Mitigation and Resiliency Strategy Working Group to identify funding opportunities to leverage revenue sources effectively.

Administers the CIP program; prepares cost estimates and schedules for CIP projects as needed.

Utilizes Primavera and/or Microsoft Project software to prepare CIP project schedules and forecasting reports. Develops dashboards linking cost, schedule, and budget for program monitoring.

Updates and maintains databases and prepares reports using Data Access Studio (DAS), Excel, and other tools for presentation to management or the Board of County Commissioners.

Meets regularly with project managers to review schedules, confirm actual dates of deliverables, and adjust tasks as needed to reflect project progress. Ensures projects remain on schedule, within budget, and consistent with the approved scope of work.

Reviews, prepares, and coordinates status reports received from project managers and modifies schedules or plans as required.

Prepares project reports for the Director or designee as needed.

Develops cost and schedule estimating procedures to ensure effective monitoring of the CIP program. Conducts research of past and best practices and prepares reports with recommendations.

Assists in the development of short- and long-range planning and contributes to the preparation and implementation of the CIP program budget.

Trains and assists project managers, construction managers, and other Department staff on the use of CIP funds, budget reporting, and tracking of budgets, encumbrances, and expenditures.

Collaborates with Financial Administration to determine financial information needed for the CIP program. Works with the IT Department to identify technology needs for providing dashboards and online reporting.

Participates in consultant selection, determines project costs for engineering projects, manages financial oversight of invoices and budget approvals, tracks the progress of design and construction activities, and reports on all aspects of project status and issues. Develops solutions to address design and construction project challenges.

Attends public meetings during and after work hours as a County representative.

Assists in the preparation of BCC agenda items and provides technical support for presentations at BCC meetings.

Coordinates with other County departments, State agencies, and local governments to provide engineering services or complete assigned engineering projects.

Assists with FDOT Local Agency Program (LAP) projects and acts as liaison with FDOT as needed.

Prepares and submits required reports on section activities and responds to requests for engineering data or technical opinions.

Prepares recommendations for budget allocations and controls expenditures from approved budgets for assigned projects. Provides input to the development of the Division’s budget.

Additional Duties Performs other duties as assigned or as may be necessary.

In the event of an emergency, all employees are considered essential personnel and may be required to perform alternate duties.

Qualifications Bachelor’s degree in civil engineering or related field with a minimum of ten (5) years of total experience in Engineering practice.

A comparable amount of education, training, or experience may be substituted for the minimum qualifications.

Must possess and maintain a valid Florida drivers’ license.

Extensive knowledge of the principles and practices of engineering.

Ability to communicate effectively both orally and in writing with subordinates, supervisors, and the general public.

Proficiency with advanced Excel functions, Primavera (P6), Microsoft Project, Data Access Studio (DAS), or similar software.

Understanding of financial tracking and asset management systems, with the ability to master web-based financial and reporting programs.

The ideal candidate is proactive, adaptable, highly experienced, requires minimal supervision, and consistently provides accurate information and analyses with quick turnaround.
