Operations Manager – Horizon Environmental Services Position Description

Manage overall operations and is responsible for the effective and successful management of labor, productivity, quality control, and safety measures as established and set for the Operations Department in accordance with company's policies and applicable laws.

Essential Position Responsibilities

Represent the company on regulatory issues, including but not limited to Department of Transportation, Resource Conservation and Recovery Act (RCRA), and OSHA.

Enhance operational procedures, systems, and principles in information flow, management, business processes, enhanced management reporting, and explore opportunities to expand systems.

Conduct interview, selection, hiring, training of new and existing employees; plan, assign, and direct work; author and discuss performance appraisals; address employee performance and corrective action plans; motivate and reward employees.

Plan and direct budgeting in collaboration with the CFO.

Recruit, select, train, assign, schedule, coach, counsel, and discipline employees.

Communicate job expectations and review job contributions.

Manage staff levels, wages, hours, contract labor, and revenues.

Meet or exceed operations labor budget expectations.

Forecast requirements; prepare an annual budget; schedule expenditures; analyze variances; initiate corrective actions.

Develop operations systems by determining product handling and storage requirements; develop, implement, enforce, and evaluate policies and procedures; manage processes for receiving product, equipment utilization, inventory management, and shipping.

Analyze and improve organizational processes and workflow, employee and space requirements, and equipment layout; implement changes.

Maintain a safe and healthy work environment by establishing, following, and enforcing standards and procedures, and complying with legal regulations.

Oversee all aspects of vehicle and heavy equipment rentals.

Manage relationships with key operations vendors.

Update job knowledge by participating in educational opportunities, reading professional publications, maintaining personal networks, and professional organizations.

Accomplish operations and organizational mission by completing related results as needed.

Work closely with the management team to set and implement policies, procedures, and systems and ensure follow-through.

Perform inventory analysis and ensure effective use of inventory, selection and procurement of vehicles and equipment, maintain solid inventory data, and reduce sub‑rental expenses.

Physical Requirements Primarily office-based; requires prolonged periods of sitting and extensive use of computer and office equipment. Frequent travel by car or plane. Infrequent exposure to construction site hazards as required by site visits.

Personal Protective Equipment (PPE) Infrequent use of hard hat, respirator, steel‑toed footwear as required by site visits.

Minimum Education Bachelor's Degree in Business Administration, Operations Management, or a relevant field.

Preferred Skill Set Proven experience as an Operations Manager or related role with strong operational background and demonstrated decision‑making skills; competency in strategic planning and business development with data analysis and performance metrics; outstanding organizational and leadership abilities, including vision communication and cross‑departmental result driving; advanced business acumen and exemplary work ethic, discretion, and confidentiality. Certified Hazardous Materials Manager (CHMM) certification or equivalent, preferred.
