Child Welfare Manager 1 Foster Care Caddo Parish

Overview Join our team at DCFS. The Child Welfare Manager 1 is a highly responsible managerial position that serves as an operations manager of Child Welfare within the Department. It directs and coordinates the implementation of Child Welfare programs, including child protection services, fostering, administration, and adoption placement services for foster children freed for adoption. The selected applicant will be responsible for the following programs in Shreveport, LA: Foster Care, IV-E and Administrative Staff.
Responsibilities
Plan, direct and ensure proper implementation and operation of all Child Welfare programs within the parish office(s).
Oversee supervisory practices by providing guidance, direction and consultation to first‑line professional supervisors.
Ensure systems are in place for units to accept cases, develop plans to address client needs, assist with placement resources, monitor workflow, and address administrative needs of supervisory units.
Interpret, implement and ensure compliance with state and federal policies and procedures that govern Child Welfare Services.
Provide supervisory work planning, goal setting, and performance evaluations with subordinate staff utilizing established performance measures.
Address performance concerns and recommend merit increases, disciplinary actions, promotions, etc.
Perform direct and indirect supervision, conflict resolution, grievances and other similar activities as needed.
Develop and implement a plan for ongoing on‑the‑job training and professional development for subordinate staff.
Conduct supervisory conferences, staffing, unit meetings, written and electronic communications, and other supervisory activities.
Manage appointment type and work schedule, ensuring compliance with department policies and applicable state law.
Qualifications
Seven years of experience in child welfare; OR OR
Six years of full‑time work experience in any field plus four years of experience in child welfare; OR OR
A bachelor's degree plus four years of experience in child welfare; OR OR
An advanced degree in a social science or behavioral health field, nursing, or a juris doctorate plus three years of experience in child welfare.
Experience substitution: Every 30 semester hours earned from an accredited college or university will be credited as one year of experience toward the six years of full‑time work experience. The maximum substitution allowed is 120 semester hours, a maximum of four years of experience.
Possession of a high school diploma or equivalent.
A current driver’s license and access to a personal vehicle.
Must not have been convicted or pled nolo contendere to a crime listed in R.S. 15.587.1(c).
