The Department of Children and Family Services Child Welfare system is designed for protection, safety and healthy development. Child Welfare provides skilled and knowledgeable workers who deliver these services in a culturally sensitive manner and provide an efficient, sophisticated, supportive and committed supervisory and administrative staff. The Child Welfare Manager 1 is a highly responsible managerial position that serves as an operations manager of Child Welfare within the Department of Children and Family Services. It directs and coordinates the implementation of Child Welfare programs which serves the core mission of DCFS. These programs include but are not limited to child protection services and making permanent plans for children and meeting their daily needs of food, shelter, clothing, necessary physical medical services, school supplies and incidental personal needs and adoption placement services for foster children freed for adoption. The selected applicant will be responsible for any of the following programs in Shreveport, LA: Foster Care, IV-E and Administrative Staff. Experience Requirements

Seven years of experience in child welfare; OR Six years of full-time work experience in any field plus four years of experience in child welfare; OR A bachelor’s degree plus four years of experience in child welfare; OR An advanced degree in a social science or behavioral health field, nursing, or a juris doctorate plus three years of experience in child welfare. Experience Substitution

Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field. Necessary Special Requirement

Possession of a high school diploma or equivalent. A current driver's license and access to a personal vehicle. NOTE: The incumbent of this position must not have been convicted or pled nolo contendere to a crime listed in R.S. 15.587.1 (c). Plans, directs and ensures proper implementation and operation of all Child Welfare programs within the parish office(s). Responsible for overseeing the establishment and maintenance of sound supervisory practices by providing guidance, direction and consultation to first line professional supervisors in the performance of their duties. Responsible for program operations and functions by assuring systems are in place for units to accept cases: developing plans to address the needs of clients; assisting with location of difficult placement resources; monitoring workflow and addressing the administrative needs of the supervisory units. This may be accomplished through supervisory conferences, staffing, unit meetings, written and electronic communications, etc. Interprets, implements and ensures compliance with state and federal policies and procedures that govern Child Welfare Services. Provides supervisory work planning, goal setting, and performance evaluations with subordinate staff utilizing established Child Welfare performance measures. Addresses performance concerns and recommends merit increases and disciplinary actions, promotions, etc. Performs direct and indirect supervision, conflict resolution, grievances and other similar activities as needed. Develops and implements a plan for ongoing on-the-job training and professional development for subordinate staff. Position Specific Details

Appointment Type: Probational, Promotional, or Job Appointment. Work Schedule: Typically, work hours are 8:00 am to 4:30 pm, Monday — Friday. Flexible work schedules are available after meeting certain criteria and is dependent upon the position you are applying for. Some positions require working shifts. Location of Work: This position is located in the Shreveport Region Child Welfare Office in Shreveport, LA. In accordance with La. R.S. 46:51.2 the department shall conduct a State Central Registry (SCR) check for a potential employee of the department to determine whether or not said individual's name appears on a SCR subsequent to December 31, 2009, and whose duties include: investigations of child abuse or neglect, supervisory or disciplinary authority over children, direct care to a child, or performance of licensing surveys. In accordance with state laws, selected candidates must pass the following checks before any final job offer will be made: Drug Test, Criminal Background, State Central Registry, and Louisiana State Police Sex Offender and Child Predator Registry.
