Requirements

MOS Code: 36 (Army), 3404 (Marine Corps), 31 (Coast Guard), 6F000 (Air Force)

Education: Bachelor’s degree or higher in Accounting, Finance, Business Administration, Public Administration or a related field, with a minimum of four (4) years of progressively responsible professional accounting, finance, or business project development experience, including one (1) year of capital project experience.

Licenses and Certificates: Texas Class “C” driver’s license or equivalent from another state.

General Purpose Under general supervision, assist in the development and control of financial functions and implement business development projects to accomplish department strategic initiatives.

Typical Duties

Assist in planning and developing business projects and programs, targeting, researching, and recommending new business opportunities, and presenting supporting documentation regarding financial viability and implementation schedules.

Evaluate and assess the feasibility of future development of undeveloped areas, assist in implementation, provide progress reports, and communicate short‑ and long‑term outcomes.

Monitor trends, plan scenarios, and identify competitive issues that impact the department’s business model and strategy, communicating results to management.

Coordinate implementation of programs and systems such as new lease management, asset inventory, performance measures, and parking revenue control systems, and develop operational policies and procedures related to new programs.

Supervise and coordinate major auditing functions: develop and coordinate audit plans, analyze outcomes, identify deficiencies, recommend improvements, and investigate allegations of misappropriation.

Prepare financial, statistical, and operating reports; conduct research, cost‑benefit, and statistical analysis; audit leases, contracts, and major concession agreements; analyze property usage and appraisals; project revenues and costs.

Coordinate efforts of the accounting, payroll, planning, program management, and administrative sections; present findings to city officials, boards, commissions, and affected parties.

Supervise assigned personnel: schedule, instruct, evaluate performance, enforce personnel rules, provide training and development, and manage hiring, termination, transfers, and other personnel matters.

Perform administrative, professional, and incidental duties: conduct special studies, serve on ad‑hoc committees, represent the department at conferences and meetings, prepare project budgets, and maintain databases, records, and files.
