Job Description The Legal Manager position is responsible for overseeing functions of the Law department, administration section 1. The position serves as liaison to other departments, prepares and submits the operating budget, and manages counsel invoices.

Essential Duties

Supervises staff to include: prioritizing and assigning work; conducting performance evaluations; ensuring staff are trained; ensuring that employees follow policies and procedures; maintaining a healthy and safe working environment; and, making hiring, termination, and disciplinary recommendations.

Assists the Department Director by coordinating work efforts and managing the flow of information to appropriate personnel, preparing correspondence and various reports of a confidential nature, and providing research on special projects as needed.

Serves as backup for the Open Records Officer to include: coordinating and managing the electronic open records system; responding to requests for public records in accordance with the Georgia Open Records Act; and providing guidance to open records departmental liaisons.

Handles requests from the general public, media, County staff, outside attorneys, expert witnesses, and elected officials.

Manages outside counsel invoices to include: routing invoices to appropriate departments for payment, processing invoices that do not fall under other departments' budgets, and maintaining current spreadsheet of outside counsel costs by case.

Prepares and administers budget to include anticipating future budget priorities, attending meetings, submitting the budget, ensuring compliance to policy and ordinances, and ensuring adequate funding is available.

Maintains Law Department files and records, including the department law library.

Prepares and reviews for Department Director's approval FMLA requests, reviews and approves sick leave and vacation requests, and ensures all procedures are followed and in compliance with County, State, and Federal guidelines.

Manages personnel issues to include approval of timesheets and complaints or grievances.

Public Speaking Duties

Leads support staff meetings.

Presents information at staff meetings.

Presents budget-related information or answers budget-related questions at meetings before the County Administrator's office.

Grade The grade for this position is 102. Salary will be dependent on education and experience.

Effective 4/11/2023, this position is eligible for the Employee Referral Program.

Minimum Qualifications

Associate's degree in Legal studies, Accounting, or a related field AND

5 years of progressively responsible legal support experience.

An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above will also be considered.

Management/Supervisory experience in a legal department or law office.

Preferred Qualifications

Paralegal certificate.

Experience using Oracle Fusion Cloud.
